ESSENTIAL DUTIES AND RESPONSIBILITIES

· Supports Housing Program Manager in a wide variety of division responsibilities as needed; collaborates on scope of assignments and timelines; ensures the efficient and effective completion of the division’s work product;

· Plans, assigns and organizes the work of Housing Program Division staff based on volume of work, changes in regulations and statutes and special initiatives; reviews for soundness of approach, effectiveness in meeting program requirements or expected results; determines the feasibility of recommendations; assures adherence to program requirements;

· Interprets policy and regulatory requirements as needed; develops methods to reduce costs and improve services;

· Analyzes and resolves complex problems;

· Keeps Housing Program Manager apprised of progress and/or potentially controversial matters such as major problems or the inability to keep program deadlines;

· Prepares correspondence, technical and status reports and other documentation as needed;

· Conducts monthly quality control of cross-section of Housing Program Specialist transactions to ensure accuracy and completeness, as well as to identify staff training and/or disciplinary actions required;

· Queries data to develop appropriate work assignments for subordinates;

· Reviews, researches, and approves rental adjustments and changes to voucher size; makes recommendations for terminations of assistance or Housing Assistance Payments (HAP) contract when appropriate; coordinates with other HCVP staff to assist clients as needed;

· Trains and educates landlords on HCVP recertification and lease-up procedures;

· Plans, schedules, and coordinates teamwork efforts; evaluates employee performance;

· Determines material, equipment, and resource needs;

· Resolves conflicts related to work operations; assists staff with technical needs;

· Assists Housing Program Manager with personnel issues, such as job selections, promotions, personnel status changes, incentives, adverse/disciplinary action, separation and approves leave requests;

· Provides both technical and administrative supervision over staff; plans and assigns work to be accomplished by subordinates; sets immediate priorities and prepares schedules for completion of work. Evaluates work performance, and gives advice, counsel, or instructions on both work and administrative matters; makes recommendations for appointments, promotions, or reassignments; approves/disapproves leave requests; hears and resolves complaints; refers more serious, unresolved complaints to higher level supervisor or manager, providing and recommends training of staff;

· Communicates management policies and goals; motivates employees;

· Performs other related duties as assigned

Education and/or Experience

Bachelor’s degree from an accredited college or university; and at least (5) five years of progressively responsible related experience; with at least (1) one year of supervisory experience in a housing authority environment; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted
