This position will serve as a strategic business partner and facilitate the effective human resource operations for the Department of Health Care Information Systems (HCIS) and the Department of Bioengineering within UI Health Care. The position reports administratively to the Assistant Vice President, Health Care Human Resources (HCHR) and functionally to the Director, HCIS Business Services Division. The role of the position is to collaborate with HR staff, departmental leadership, Assistant Vice President for Human Resources, and other subject matter experts to interpret and apply human resource policies, labor contracts, laws, and practices along with developing creative solutions to business issues/challenges. Develop and manage HR related strategic long-range plans and programs or lead significant projects in collaboration with organizational leadership. In support of the Department's mission, serve as a change leader championing recommendations to HR leadership.

This position will primarily be located within the Health Care Support Services Building (HSSB) in Coralville, IA.

Strategic Planning and Program Development/Implementation

  • Actively engage as a member of the HCIS/Bioengineering leadership team to establish and achieve strategic goals and initiatives.
  • Understand departmental strategic plans and provide HR support to meet the department(s) human resource needs, particularly focusing on collaboration with departmental and operational leaders.
  • Provide information, feedback, and specific recommendations to department leaders in consultation with HCHR leadership.
  • Develop and implement new programs and initiatives for department(s) as needed.
  • Assist HCHR leadership in developing collegiate/divisional programs and implement programs designed to recruit, retain, and engage IT professionals.
  • Facilitate development and implementation of onboarding and orientation tools and processes.
  • Provides guidance and recommendations to department leaders with staffing levels and strategic workforce planning models, and coordinates/communicates workforce planning between departments.
  • Collaborating with the Director, Business Services, engage in budgeting processes and salary setting processes to ensure alignment with departmental budgets and strategic direction.
  • Represent UI Health Care technology HR interests to UI campus partners and other internal and external parties.
  • Act as a change leader, driving organizational transformation initiatives and recommending strategies to departmental and HCHR leadership.
Advising / Communication
  • Review and analyze existing policies and practices, benchmarking against best practices, with a focus on IT environments.
  • Communicate HR updates, policies, projects, programs, and development efforts with strategic direction to relevant stakeholders, addressing inquiries and questions from both administrative and front-line staff.
  • Present HR related updates monthly during department meetings.
  • Lead workgroups to develop and review policies, facilitating training sessions with administrative and managerial staff members.
  • Provide consultation to resolve complex HR-related issues and concerns impacting the work environment with specified department(s).
  • Develop strong relationships with key operational and institutional leaders to support HR initiatives.
  • Mentor leadership competency development and provide coaching on succession planning aligned with departmental values.
Talent Management and Engagement
  • Develop staffing and engagement strategies for assigned department(s), collaborating closely with departmental and HCHR leadership.
  • Partner with HCHR leadership, Talent Acquisition, Compensation & Classification to align HR services, resources, and strategies with the strategic goals and objectives of assigned department(s).
  • Lead and/or review investigations and provide recommendations for outcomes, supporting management through corrective action implementation.
  • Hire, develop, train, and manage performance of Human Resources staff supporting assigned department(s), considering the unique demands of assigned department(s).
  • Coordinate with HCHR leadership for supervisor training and development solutions, including making recommendations and developing solutions targeted to assigned department(s).
  • Assist with staff appreciation events and participate in HCHR representative recruitments and mentoring.
HR Program & Administration
  • Coordinate HR operations for multiple assigned departments.
  • Collaborate with operational and HCHR leadership to meet operational and business needs, ensuring adherence to best practices and policies.
  • Ensure alignment of HR administration and operations with departmental strategic goals and initiatives.
  • Supervise HR professionals supporting assigned department(s).
  • Participate in HCHR initiatives and committees, advocating for the needs and perspectives of assigned department(s).
  • Collaborate with Senior Leadership team to align staffing strategies with departmental and/or institutional goals.
  • Participate in HCHR Committees and provide input on the development of tools and resources.
  • Contribute to the development and training for HR staff across the Health Care enterprise.
Compliance with Policies, Laws, and Regulations
  • Utilize in-depth knowledge of compliance and regulations to ensure departmental compliance.
  • Develop and implement policies and procedures to meet operational goals.
  • Hold individuals accountable for compliance completion, ensuring adherence to both general HR policies and those specific to departmental operations.
  • Oversee and ensure compliance with Immigration regulations for individuals requiring visas or permission to work. Assist with visa renewal procedures or waivers when appropriate. Coordinate all permanent visa documentation as needed.

Required Qualifications:
  • A Master's degree in Business Administration, Human Resources Management or related field, or an equivalent combination of education and experience
  • Extensive (5-7 years) of progressively responsible experience in human resources.
  • Demonstrated ability to manage multiple and sometimes competing priorities.
  • Demonstrated ability to influence employees/leaders at all levels to drive outcomes.
  • Proven team player with excellent interpersonal communication and organizational skills, with the ability to express complex information in a clear, concise, and understandable fashion.
  • Experience with staff recruitment and hiring activities in a complex regulatory environment.
  • Experience monitoring, analyzing and summarizing business and personnel data.
  • Proficiency in computer software applications including online talent management systems.
  • Professional job-related experience fostering or promoting a welcoming and respectful work/academic environment where people of all backgrounds and perspectives feel welcomed and appreciated; or demonstrated the ability to do so.
Desired Qualifications:
  • HR experience in an IT environment including knowledge of key IT competencies used in the evaluation of IT professional staff .
  • Extensive knowledge and/or experience with Microsoft Excel.
  • Demonstrated ability to successfully plan, coordinate and follow through on multiple projects/work initiatives at one time.
  • Ability to work in a collaborative, team-centered work environment and provide HR guidance and support to internal and external customers in a timely manner.
  • Working knowledge of state and federal regulations affecting human resources.
  • Knowledge of University of Iowa business policies, procedures, systems, and regulations.
  • PHR, SPHR or SHRM HR professional certification.
