General Description
Provides leadership, guidance, and oversight of assigned agency programs and services to ensure consumer protection, regulatory compliance, and the overall quality, responsiveness, and efficiency of service delivery within agency mission and values.
Essential Functions

- Research, develop, and implement programs and initiatives that enhance the agency's services, strategic goals, and objectives

1. Provide leadership, oversight, and monitoring of agency protective and licensing services
- Provide leadership, direction, and oversight to managers, supervisors, and staff engaged in protective services, licensing and monitoring activities
- Direct, support, train, and develop knowledge and skills of subordinate managers, supervisors, and staff to continually improve service delivery
- Evaluate the work of assigned managers, supervisors, and staff; serve as technical and practical resource for staff to be successful
- Assess and monitor the distribution of workload and support systems within assigned units; identify opportunities for process improvement and direct the implementation of change
- Direct and support subordinate managers and supervisors in developing, implementing, and monitoring work plans and strategies to achieve program performance goals and objectives
- Support assigned managers, supervisors, and staff in meeting service objectives by identifying staffing needs, hiring, training, establishing productivity expectations and managing performance.
- Develop, promote, support, and sustain program initiatives and activities to prevent abuse and protect seniors and people with disabilities including residents of community-based care facilities
- Analyze effectiveness of assigned programs and recommend necessary changes required for services to meet vision, mission, values, consumer needs, and regulations
- Design and implement communication campaigns that publicize and promote agency programs and services
- Collaborate with program managers and supervisors on work processes and procedures to ensure adherence and compatibility with program workflow, strategic goals, and objectives
- Provide leadership and direction for complex projects requiring coordination within agency and/or with other agencies
- Develop and recommend long-range objectives regarding assigned programs and services in conjunction with area plan requirements/strategic objectives
- Collaborate with Medical or Coordinated Care Organization (CCO) and Long-Term Care to develop and foster community partnerships and means of continuously improving delivery of services
- Develop relationships and collaborations with various stakeholders to ensure safety for vulnerable populations.
- Interpret compliance with federal, state, and local laws, regulations, and standards
- Ensure assigned programs and services are compliant with all applicable federal, state, and local standards, rules, and regulations
- Perform initial review of legal notices, court orders, and other legal correspondence and advise on response based on rules and statutes
- Contribute to the overall quality of service delivery by developing, reviewing, and recommending policies and procedures to meet legal obligations and regulatory requirements
- Ensure that service delivery is meeting consumer needs within the agency mission and values
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
- Develop agencywide policies and procedures that enhance consumer and employee safety, interpret these policies to program managers and supervisors, employees, and community partners
- Contribute to the development of other agency policies and procedures as it relates to safety and risk management
- Serve as the agency's knowledge expert providing advice, information, recommendations, and advocacy for consumer safety, including recommendations to the State for closure of unsafe and noncompliant providers/care facilities
- Oversee closure of care facilities, including transition of residents, notification of management, Board of Directors, law enforcement, etc.
- Work effectively with and keeping appropriate management, social and health service partners, law enforcement and others notified and involved in heightened situations with potential liability outcomes
- Collaborate with Human Resources to address abuse claims made against agency employees
- Serve as a Mandatory Reporter of suspected abuse of vulnerable populations as required by policy and regulation, and work with managers to train and address reporting concerns with agency staff
- Maintain and share information according to privacy regulations.
- Oversee the assessment of potentially harmful behavior, provide expert guidance on the level of threat, and recommend appropriate response actions
- Coordinate threat response with agency managers, supervisors, and staff; law enforcement, emergency personnel, and legal representation
- Organize resources and strategies to manage situations that pose threats to consumers and staff
- Assist with the development and maintenance of the agency's emergency action plan including preparedness, response, and mitigation measures
- Coordinate response activities for active emergency situations and/or disaster, maintain contact with local emergency response personnel, community partners, and the public.

- Experience working with seniors and people with disabilities and the issues experienced by these populations.
- Advanced knowledge of protective services and best practices.
- Good research and analysis skills to determine program service quality and effectiveness.
- Knowledge of systems (electronic and manual used in providing services).
- Ability to research, interpret and apply complex ORS, OAR and other regulations.
- Ability to interact with others in difficult and potentially volatile situations.
- Knowledge of licensing requirements and best practices in Adult Foster Homes.
- Ability to coordinate multiple groups with competing perspectives, such as in the closure of a licensed or unlicensed home.
- Ability to maintain a current knowledge of and apply Medicare Savings Programs, Medicaid, SNAP, and Older Americans Act programs according to regulations.
- Ability to exhibit and communicate mission and core values. Excellent interpersonal and communication skills including ability to remain calm under adverse situations.
- Expert level technical knowledge of assigned areas, exceptional communication and facilitation skills, including decision making, conflict resolution, problem solving.

Supervisory Responsibilities
Direct Supervision of Protective Services & Licensing Program Managers, Training and QA Specialists, Adult Foster Home Nurse Educator, and Administrative Assistant 2. Oversee managers who provide direct supervision to Protective Services Workers, Adult Foster Home Licensing Specialists, Compliance Specialist, Protective Services Worker-Screener, and Protective Services Worker-Risk Intervention.
Experience and Skills
Minimum Qualifications - Education & Experience
A qualified applicant will have a minimum of eight (8) years of equivalent combination or experience which demonstrates the knowledge, skills, and abilities required.
The following is preferred, but all qualifications meeting the minimum requirements will be considered:
- Bachelor's degree in social sciences or related field.
- Plus 4 years of management experience and responsibility with social service programs.
- 4-5 years of experience and knowledge of Adult Protective Services and Licensing, working in a similar capacity with vulnerable populations.
To be successful, candidates must adhere to the following:
- Secure and maintain a valid Oregon driver's license or have an acceptable alternative means of transportation
- Attend work regularly to meet the demands of this job and to provide necessary services
- Complete and pass a criminal background check
- Comply with OHA vaccination mandate for COVID-19.
The Risk & Safety Manager typically works in an office environment and performs field visits. The incumbent must be able to:
- Use a computer, telephone, and other office equipment
- Tolerate and be able to work where the noise level is that of a typical office
- Encounter frequent interruptions throughout the work workday
- Regularly sit, talk, or hear
- Use repetitive hand motions
- Handle objects and sustain a sense of touch
- Stand, walk, reach, and bend
- Lift up to 25 pounds
This position requires frequent travel throughout the service area and to other offices, including some overnight stays. Some work activities require travel to/from and spending time in licensed care facilities. Field work involves occasional travel to consumers in a variety of settings, homes, facilities, etc. of varying levels of cleanliness and repair, using Agency car or personal vehicle, and carrying and using a laptop computer.
As a management position, requires additional or irregular hours on occasion, and responding to emergency situations. Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
