DESCRIPTION

Emergency Medical Technicians (EMT-B) respond to medical emergencies and provide basic life support in accordance with state and San Joaquin County EMS Agency (SJCEMSA) protocols; transport patients to and between approved medical facilities; operate and maintain ambulances; provide ambulance standby services at emergencies and events; participate in public education and training programs; perform station and equipment maintenance, and other related assigned duties.

DISTINGUISHING CHARACTERISTICS

Emergency Medical Technicians are distinguished from other positions in by their primary focus on responding to medical emergencies, providing patient care, and transporting patients to approved receiving facilities. This position is non-safety and is separate from the firefighter classification.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the EMS Manager. May assist, coordinate, instruct, or supervise other personnel as assigned.

Essential and Marginal Duties

EXAMPLES OF TYPICAL DUTIES

This is an illustrative list, duties may include, but are not limited to, the following:

  • Provide basic life support while responding to emergency medical incidents, analyzing and initiating patient care until relieved by proper medical personnel.
  • Operate Authority owned ambulance and other vehicles as directed, including driving to and from medical emergencies as part of ambulance transportation team.
  • Administer first aid; apply techniques for the control of bleeding; utilize immobilization techniques to stabilize patient.
  • Perform basic field triage; provide initial pre-hospital emergency care of trauma.
  • Obtain and document diagnostic signs including but not limited to temperature, blood pressure, pulse and respiration rates, level of consciousness, and pupil status.
  • Evaluate the ill and injured and document findings and actions on an electronic patient care report.
  • Perform cardiopulmonary resuscitation, including the use of mechanical adjunctions to advance cardiopulmonary resuscitation and automated external defibrillators (AED).
  • Use of adjunctive airway breathing aids such as oropharyngeal airway, basic oxygen delivery devices, and manual ventilation devices designed for pre-hospital use.
  • Operate various types of stretchers and body immobilization devices; lift patients into and off of ambulance on gurney.
  • Administer emergency medications within the EMT-B scope of practice per SJCEMSA protocols.
  • Obtain and document patient information for file and billing purposes.
  • Clean and decontaminate ambulance and equipment; maintain and restock inventory of ambulance and station supplies through logistics orders.
  • Perform preventative maintenance inspections on assigned vehicle or apparatus.
  • Attend and complete training sessions and drills.
  • Abide by Federal, State, County, local laws, regulations, protocols, and policies including the Health Insurance Portability and Accountability Act (HIPAA).
  • Build and maintain positive working relationships with co-workers, other Authority employees, and the public using principles of good customer service.
  • Observe and maintain a safe working environment in compliance with established safety programs and procedures.
  • Actively promote the Authority's focus on effective and respectful communications to build better work relationships at all levels in the organization.
  • Follow and apply Authority policies, rules, regulations, and guidelines.
  • Use effective communication skills, both oral and written; follow directions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Perform other related duties as assigned.
Minimum Qualifications

MINIMUM QUALIFICATIONS

Knowledge of:
  • EMT-B scope of practice and San Joaquin County EMS protocols.
  • Knowledge of applicable local, state, and federal laws, ordinances, and codes.
  • The California Vehicle Code.
  • Facility maintenance procedures, i.e.: Standard Operating Guidelines (SOGs).
  • South San Joaquin County Fire Authority safety guidelines, protocols, and general safety techniques.
  • Proper grammar, spelling, and documentation.
  • Computers, emails, and etiquette.
  • Community and community service activities.
  • Knowledge and awareness of diversity issues within an organization and community.
Ability to:
  • Respond to medical emergencies and perform patient care within the EMT-B scope of practice and SJCEMSA protocols.
  • Operate under stressful situations.
  • Operate an ambulance and other motor vehicles.
  • Read maps, area familiarization, and studying to learn the South San Joaquin County Fire Authority response area.
  • Learn and consistently apply South San Joaquin County Fire Authority response procedures.
  • Follow, understand, and retain oral and written instructions, as well as South San Joaquin County Fire Authority Personnel Rules and regulations.
  • Speak, understand, and write clearly in the English language.
  • Use good judgment.
  • Operate tools and equipment.
  • Apply safety protocols.

EDUCATION AND EXPERIENCE

Any combination of education, experience, and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
  • Acquiring coursework and education equivalent to completion of the 12th grade (High School Diploma or equivalency certificate).
LICENSES AND CERTIFICATES
  • Must possess and maintain a valid Class C California Driver License with appropriate endorsements for the assignment.
  • Must possess and maintain a valid California EMT-B certification as a condition of employment.
  • Possession of a current CPR card for the Professional Rescuer or Healthcare Provider issued from the American Heart Association, American Red Cross, or another program approved by the SJCEMSA.

In accordance with Authority policy, incumbents in this class are required to be non-smokers, as part of the qualifications for employment.

DISASTER SERVICE WORKER

All Authority employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the Authority may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a "Local Emergency" is declared during the employee's shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a "Local Emergency" is declared outside of the employee's shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
