Position Objective: The Program Manager (Human Resources Manager) will be responsible for management and performance of all work under the contract with the Dept of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC). The Program Manager shall be the primary point of contact for the Contracting Officer and designated Contracting Officer Representative (COR). The Program Manager shall ensure Contractor employees are aware of, understand, and abide by DHS and ICE established rules, regulations, and safety practices. Duties and Responsibilities: Apply broad management skills and specialized functional and technical expertise to address complex organizational and HR issues and concerns. Provide subject matter expertise in industry, process, or technology areas. Design and implement new organization structures. Design and implement reengineering and business process improvement initiatives. Conduct workforce, employee & labor relations and other studies for the agency. Design, implement and manage complex information technology systems and integration projects. Analyze and make recommendations concerning federal HR Policy. Serving as the point of contact with the ICE CORs/Task Monitors. Basic Qualifications: Master’s Degree required 10 years business process redesign, change management efforts, or information system management Experience managing a team of 30+ FTEs Experience managing a complex HR program Minimum Qualifications: Ability to communicate effectively, orally and in writing, with non-technical and technical staff Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects *This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required by this position.
