Position Summary/Objective

Must be dedicated to the Mission and Vision of UETHDA and Purpose of the Head Start Program. Must possess strong leadership ability and able to have independent thought, judgements, and decision-making ability, with strong, well-developed critical-thinking skills. Must be willing to make decisions that are in the best interest of UETHDA and the Head Start Program.

Responsible for facility management. Supervises facilities staff and ensures that all Head Start Performance Standards and Federal and State licensing regulations are met, and that facilities and operations are effective and efficient; works closely with other managers to coordinate facilities management; responsible for following Agency policies and procedures.

Capable of mentoring and growing staff. Will need to be able to identify areas staff are deficient and build trainings to amend the identified deficiencies. Must be compassionate for assisting staff with struggles and provide positive solutions to identified problems.

Capable of being an advocate for UETHDA and the Head Start Program and able to deliver oral presentations on behalf of UETHDA and the Head Start Program to Policy Council, Board of Directors, UETHDA Directors Team, and outside entities. Capable of incorporating technology into daily activities to be efficient at performing tasks, capturing, and measuring data, making decisions, and communicating effectively.

The Purpose of the Head Start Program is to instill School Readiness in children and families. This is accomplished through providing high quality teaching and education experiences, superior health and nutrition guidance, establishing relationships and giving support to families in order to achieve self-sufficiency by providing guidance and assisting in setting goals, fostering growth and development through maintaining adequate classrooms and spaces, and continuously improving the operation of the Head Start program through measuring Program strengths and weaknesses in order to more effectively achieve the goal of School Readiness.

ESSENTIAL FUNCTIONS

Administration

1. Collaborates with managers, coordinators, and staff to ensure that facilities, kitchen space & equipment, and center operations are effectively and efficiently maintained and managed and meet Head Start Performance Standards, all regulations and policies and procedures.

2. Explore and research facility opportunities.

3. Prepare and coordinate job bids, repair costs and estimates.

4. Assess facility needs, monitor, evaluate and prioritize Work Order requests, determining work assignments/scheduling and, when appropriate, selecting outside vendors to complete projects.

5. Ensure facilities and equipment are appropriately maintained.

6. Assist with the creation of policies and procedures related to federal, state, DHS, and the Office of Head Start related to facilities. Assure that written policies and procedures are current, and procedures are implemented and adhered to by facilities staff.

7. Establish and maintain professional working relationships with vendors, Agency funders/donors, tenants, and the business community.

8. Participate in the program’s annual self-assessment. 

9. Coordinate facility construction, renovations, and playground development.

10. Work closely with the Operations Manager to collaborate, share and implement ideas and processes to support the larger vision of the Program and the Agency.

11. Collaborate with outside agencies to advocate for the needs of Head Start families.

12. Regularly monitor functional areas (facilities, playgrounds, food service, and transportation) to assure compliance with Head Start Performance Standards, local, state, and federal regulations.

13. All other duties as assigned.

Supervisory Responsibility

1. Supervise facilities staff.

2. Facilitate the resolution of conflicts and actively promote a cooperative team environment.

3. Promote a consistent exchange of information.

4. Determine and design appropriate training programs for staff.

5. Provide mentoring and encouragement to support staff in meeting their full potential.

6. Work closely with the Operations Manager to collaborate, share and implement ideas and processes to support the larger vision of the Program and the Agency.

7. Fairly and honestly evaluating staff performance and when necessary, in building corrective action plans designed to assist staff in overcoming obstacles that are hindering job performance with the goal of long-term success of staff in achieving Program’s purpose and meeting the Agency’s Mission and Vision.

Work Environment/Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand, walk, sit, and talk or hear. The employee is occasionally required to reach with hands and arms, stoop, and kneel. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, and depth perception.

Additional Benefits:

  • Healthcare through the State of Tennessee.  UETHDA pays 100% of the monthly premium for the Employee Only (estimated cost paid by UETHDA for the employee is over $600 per month ($7,200 annually).  Additional insurance coverage is available but cost difference will be paid by the employee.
  • Dental, Vision, Short-Term, Long-Term Disability and Voluntary Life Insurance options are offered at 100% cost to the employee.
  • Group Term Life Insurance for employee paid by UETHDA at 100% for coverage of 1.5 time the yearly wages
  • Retirement Plan--Tennessee Consolidated Retirement System (TCRS). Eligible employees are required to contribute 5% of yearly wages (pre-tax basis to the defined TCRS plan).  UETHDA contributes an amortized amount as determined by TCRS.  Employees are vested upon 5 years of eligible service.
  • Additional 401(K) and 457 Savings Plan also available without employer match.

Position Type/Expected Hours of Work

This is a full-time non-exempt position and is paid hourly. UETHDA strives for our staff to be able to maintain a work - life balance. Typically, this position will be 37.5 hours per week working Monday through Friday 8:00 am to 4:30 pm. However, due to the nature of this position, some work in the evenings or on weekends could be necessary from time to time or an adjusted schedule may be required.

Travel

Travel is primarily locally during the business day, although some out of the area travel and overnight may be expected.

Education and Experience

  • Associate degree in area related to facilities.  Bachelor’s degree in related field preferred.
  • Two years of experience in a related position, which includes supervision of staff.
  • Three years of experience and knowledge in some combination of general building maintenance and repairs, carpentry, electrical and plumbing work.
  • Experience in working with culturally diverse clients.
  • Experience in negotiating with vendors.
  • Knowledge and experience in business and human resource practices.
  • Intermediate computer skills, to include Microsoft Excel, internet, and e-mail.
  • Excellent written and verbal communication.
  • Valid Tennessee Driver's License/ Proof of auto insurance.
