Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer IIActs as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and traffic safety projects.Negotiates fees, explains scope of work and monitors consultant design contracts.Oversees and performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.Leads/Trains professional and administrative staff.Reviews and revises schematics, PSE, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.Reviews traffic engineering studies, warranting of traffic signals and speed zones.Performs other job responsibilities as assigned.Transportation Engineer IIIIncludes all essential duties listed for Transportation Engineer II as well as:Analyzes and reports on complex program funding change scenarios and their impact to individual project schedules.Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.Reviews change orders, supplemental agreements, memorandum agreements and extra work orders, reviews monthly and final estimates prior to submittal.Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.Performs other job responsibilities as assigned.Transportation Engineer IVIncludes all essentia duties listed for Transportation Engineer II and III as well as:Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Develops traffic engineering and traffic management system policies, procedures and standards.Makes presentations and represents TxDOT.Oversees and performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.Performs and documents in-house research studies.Responsible for Traffic Engineering operations.Trains engineering staff.Performs other job responsibilities as assigned.
