The Massachusetts Department of Early Education and Care (EEC) is an Agency within the Executive Office of Education and reports to the Board of Early Education and Care. EEC's vision is that children, youth and families reach their full potential now and in the future. To achieve that vision, EEC's mission is to create the conditions for children, youth and families to thrive socially, academically and economically. EEC is the lead agency for all early education and care services and funding in the Commonwealth, charged with administering the federal Child Care Development Block Grant (CCDBG) and Child Care Development Fund (CCDF) monies provided to Massachusetts. This block grant provides child care subsidies to more than 50,000 low-income families to help ensure they can work and stay employed, while ensuring that children are getting the high-quality early education needed to prepare them for success in school and in life.

The Chief Financial Officer is a member of the Department of Early Education and Care's Executive Leadership Team, reporting directly to the Chief Operating Officer. The CFO directs and oversees the work of the Department's Office of Administration and Finance which encompasses the delivery of services and supports necessary for the effective, efficient operation and execution of the Department's fiscal operations and responsibilities in accordance with state and federal regulations.

The CFO is also responsible for ensuring that the work of the following Units advances the Department's goals and objectives through policies, practices, documented procedures, actions, and initiatives that are consistent with the Department's Strategic Plan: Budget; Caseload Financial Policy and appeals; Grants, Contracts & Procurement; Contracting and Accounting; Operations; and Audit Resolution/Fiscal Monitoring. Through active engagement as a member of the Department's Executive Leadership Team, the CFO is responsible for establishing and maintaining strong internal communications within the Department's Administration and Finance Units as well as working with the Deputy Commissioners for Field Operations, Deputy Commissioner for Family Access and Engagement, Deputy Commissioner for Program and Educator Supports, and Legal and Background Record Checks to establish and foster strong communication and collaboration among all units and offices within EEC.

Primary duties include:

Administration & Finance

• Develop and track the agency's budget through the legislative process
• forecast and monitor agency spending and revenue collections throughout the year, including federal grant management and reporting
• analyze best uses of agency funding to accomplish agency goals within line-item constraints and across multiple funding streams and programs
• interpret and analyze state finance law and federal regulations monitor payroll accounts, including the review and approval of staffing levels to assure efficient service delivery

Procurement Management

• Provide leadership and management of the procurement of purchase-of-service contracts and systems
• Oversee the administration of all direct service contracts and fiscal aspects of interagency service agreements
• recommend appropriate contractual relationships and monitoring for quality services

Accounting & Contracts

• Oversee the management of accounting and payment processes to ensure prompt, accurate, and efficient payment of bills for goods and services

Policy Development

• Assist in policy development and project management by integrating knowledge of the agency's appropriations and federal and state legislative and regulatory mandates to help the agency reach its objectives
• Collaborate with program and policy staff to support timely and efficient grant application development and expenditures of funds for quality educational opportunities for children, youth and families and to provide programs with additional funds to enhance educational services.

Internal Controls

• Maintain internal controls and ensure compliance, working with state Auditor, Comptroller, Affirmative Market Program, and others to ensure compliance with all state regulations and requirements;
• review and revise internal control policies;
• propose internal rules or policies to ensure accountability and consistency throughout agency

Grant Administration

• Oversee the administration of the Federal Child Care Block Development Grant (CCBDG) and the child care caseload accounts including tracking and reporting on caseload trends and expenditures
• Collaborate with program and policy staff to identify opportunities for continued improvement of the management and administration of funds and ensure compliance with federal mandates for use of the funds

Preferred Qualifications:

• Knowledge of the principles and practices of state finance law and regulations.
• Knowledge of the principles and practices of administration and human resource management.
• Knowledge of state government and state accounting system as well as budget process.
• Knowledge of project management principles and practices.
• Knowledge of the principles and practices of financial management, including financial analysis and budgeting.
• Knowledge of the methods and techniques used in the collection and analysis of data.
• Knowledge of the Federal and State laws, regulations, and policies governing the functions of the Department of Early Education and Care.
• Ability to deal effectively with the state Legislature and state and federal government agencies on complex issues relating to finance, management, and programmatic issues.
• Ability to supervise a large staff with diverse responsibilities and to be responsive to demands of competing constituencies.
• Ability to set priorities and identify and implement strategies.
• Ability to communicate the Early Education and Care mission and policy positions.
• Ability to interpret statistical data correctly, draw sound conclusions, and present information effectively.
• Ability to lead and support development and implementation of program operations service provision improvements.
• Ability to lead and oversee regional area planning, service provision, coordination, program monitoring and accountability processes.
• Ability to analyze Early Education and Care-related legislation and policy.
• Ability to work independently and collaboratively.
• Ability to communicate effectively in both written and oral presentations.
• Ability to mediate conflicts, coordinate competing interests, and work under time constraints.
• Ability to work with high-level state and local officials

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least four (4) years must have been in a managerial capacity.
