Responsibilities This Supervisory Training Instructor position is located Enterprise Support (ES), Training & Development (T&D), Training Center Division (TCD), Canine, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Supervisory/managerial responsibilities include: strategic planning; communicating the organization's vision and objectives; assigning tasks and responsibilities, reviewing and evaluating work and performance, coaching and developing employees, approving leave and recommending corrective or disciplinary actions. Sets priorities, manages projects with assigned resources; and resolves routine problems or issues that typically impact the objectives of the organizational unit. Schedules and oversees TSA Canine Training Center training instructors and course deliveries and works with Unit Supervisors to coordinate, implement, and maintain communications of schedules, training delivery program updates, policies, procedures, and directives. Evaluates canine handler teams for the CTC. Arranges the logistics of the evaluation, assesses conditions of environment to create best scenarios and complex exercises to measure performance of teams. Observes and evaluates the dogs and handlers, identifying any problems which hamper their effectiveness. Provides feedback to canine teams and other stakeholders and recommends canine team improvements. Provides additional guidance and instruction required to utilize alternative techniques and methods to obtain designed behavior or responses. Develops complex scenario based training exercises, develops, drafts and reviews comprehensive written reports to document evaluations, re-evaluations and training missions of explosives detection canine teams in support of the CTC. Responsible for the development of course content and overall maintenance of canine training courses. Develops lesson plans, handout materials, operational exercises and other training aides. Updates and initiates changes in course contents, and instructional methods and techniques in order to improve course or reflect new developments in the field of canine behavior or explosive detection. Develops and identifies processes for training and evaluating explosives detection canines from initial through advance levels of explosives detection training. Performs inventory of hazardous materials. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. You must complete a favorable Background Investigation (BI). Selective Service registration is required. Incumbent works with various hazardous chemicals Including explosives daily. Position is subject to hazardous duty pay. Physical Demands: Incumbent must be physically able to work outdoors, often under adverse weather conditions. May be subject to lifting dogs (up to 80Ibs) or heavy supplies. Work requires walking, bending, and standing. Work environment: The work environment involves high risks with regular and recurring exposure to weather extremes and to potentially dangerous situations with aggressive dogs. For example, works closely with potentially dangerous animals, where safety precautions cannot completely eliminate the danger. Incumbent is subject to scratches, bites, unpleasant odors, and loud barking noises. Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position. Qualifications To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Experience serving as a first or second level supervisor; planning both routine and complex work to be accomplished, assigning work, setting priorities and reviewing and evaluating work and performance of subordinates; coaching and developing employees; approving leave; recommending or approving disciplinary actions; and Experience providing guidance on training processes and procedures; identifying and recommending solutions to a wide range of problems or issues; and Experience handling and taking inventory of hazardous materials including explosives in canine and student training environments; along with developing SOPs in the handling and inventory of hazardous materials including explosives. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
