Summary

The Proposal Manager will manage the institutional knowledge and the database for the Business Development & Proposal Development department under the direction of the Director of Proposals. You will lead proposal development. You will assist with responses to sources soughts/request for information. You will be required to develop an RFP compliance matrix, proposal templates, and the proposal schedule. You will assist in the preparation of resumes and past performance input requirements for proposals. You will be responsible for the proposal process as directed including coordination of proposal input from the Program Manager, Technical Experts, SMEs, Operations, Project Management, and Business Development. You may be required to establish agreement on timelines and proposal deliverables from the strategy meeting and follow-up throughout the proposal development process to ensure adherence. You are responsible for 100% compliance for all proposals that you are assigned proposal manager on.

Additionally, you will use Saalex’s systems for identifying, tracking, and pursuing new business opportunities with government customers. You will ensure that information relating to potential bid opportunities, RFPs of interest and qualified targets are processed into and maintained in relevant databases such as SAM.gov, GovwinIQ, SharePoint, etc. as directed. You will ensure that the database and all bid opportunities are reviewed regularly, and that new information and notifications are highlighted and forwarded as appropriate. Also, you should be prepared to manage and present current BD data at scheduled BD meetings.

You will assist in the research of AI tools and look for ways to improve and better streamline our proposal operations and development.

Experience:

3 to 7 years’ of direct proposal management experience and a comprehensive knowledge of proposal management, business development, and proposal development for Department of Defense (DoD) proposals is required. Experience with SeaPort-NxG and SAM.gov is a strong plus. The successful candidate must have experience working in a fast-paced environment which includes using a business development tracking system and database. You must understand what information is necessary to be captured, tracked, stored, distributed and maintained. You must have experience with Microsoft SharePoint, GovwinIQ and SAM.gov, which track business development and proposal activities.

You must have proven experience in the proposal process in response to Federal Government RFP/RFQ/RFI and Department of Defense Industry data calls. You must have experience in developing compliance matrices, proposal templates, proposal schedules and experience facilitating proposal strategy meetings and color team reviews. You must be able to review cost proposals and ensure that the cost strategy aligns with the technical strategy. You must also be able to review the cost proposal and be sure it is completed accurately. We desire experience developing and re-using boilerplate content for proposals by working with/interviewing subject matter experts from different areas of the company to develop content for proposals. You must have the ability to work well with very short deadlines. You must be comfortable working in both lead and support roles. You must have the ability to pay close attention to details, be communicative, and be very proactive/take initiative. You must have the tenacity to find answers to problems when they are not readily apparent - going that extra mile. You must be a professional team player.

Required Skills:

You must be highly organized with excellent oral and written communication skills. You must be an expert in the use of MS Office Word, Excel, PowerPoint - most documents are created in MS Office format and converted to PDF for submission to the customer. We require experience using Microsoft and Adobe products and be able to manage a SharePoint site to ensure the proposal workspaces are neat to avoid version control issues. You must have interviewing, researching, writing, proofing, and editing skills. You must be comfortable multi-tasking and formatting documents and have the ability to create high quality graphics such as flow-charts, org charts, graphs and templates.

Bachelor’s degree in business, Journalism, or equivalent preferred
