This role plans and coordinates the External Costs validation process to ensure technically and economically robust outputs in time with tender needs.

Main Duties/Responsibilities:

  • Ensures the cross-coordination among the various functions involved in the process (internal and external) with the goal of achieving technically and economically robust outputs in time with tender needs.
  • During the overall process, represents the focal point for both Tender Technical Team (Proposal Manager/Bid Director, Technical Coordinator, Chief Estimator/Estimators, Plant&Equipment) and Global Supply Chain team (Bidding Support & Project Startup).
  • Keep the Delivery Strategy updated with the bid study evolution as well as ensure that requests for quotations are always updated and mirror the Delivery Strategy itself.
  • Prioritizes work packages based on project delivery needs and available company data to maximize cost coverage through accurate and competitive market offers.
  • Preparation of the Work Packages identified, after careful review of Tender documentation and Tender study (methods, planning, technical specifications, master plan). Evaluates the right moment to go to the market, based on tender needs and timing (i.e. design and methods progress) as well as market constraints.
  • Engages and collaborates with specialists in order to prepare the Work Packages (Technical Coordination/ Design Services/ Product Engineering/ P&E/ Planning/ Operations/ Consultants).
  • Leads the technical alignment of the offers received and promptly gives feedback to requests for clarification by involving the technical team where needed. Facilitates technical meetings with Subcontractors as necessary during the bid study.
  • Ensures the compliance of economical comparisons of offers and suppliers selection done by the Bidding Support and Project Startup in order to ensure as well competitiveness of costs. Facilitates understanding of inclusions/exclusions that will be incorporated by the estimating team into the costs.
  • Manages handover of recommendations from Bidding Support & Project Startup to Estimating, ensuring that data are accurately captured in the Estimate (Resource List). The resource is responsible to deliver the Resource List to Bidding Support & Project Startup for final approval.

Qualifications:

  • Degree in Civil Engineering, Construction or similar
  • 6/8 years of working experience in the construction field, industrial or similar
  • Experience on construction site preferred
  • Familiar with principles and best practices of supply chain management
  • Available for short missions nationally and/or internationally
  • Advanced knowledge of MS Excel
  • Extensive software skills (Microsoft Word, Outlook, Powerpoint & Excel)
  • Able to work independently and as part of a team
