Summary The position is located in AHF-400, Benefits Operations Center (BOC). The BOC is a nationwide benefits/retirement center for all FAA employees. The Human Resources Assistant (HRA) answers daily calls and emails averaging 30-50 inquiries per week. The HRA processes retirement/benefits actions, develop and present benefits education information such as New Employee Orientation, Open Season and other topics throughout the year. Responsibilities The HR Assistant performs a combination of routine, multiple and varying assignments in support of HR professionals in the Benefits Operations Center under the limited direction of a manager, team leader, or more experienced employee. The HRA assists managers and other employees in day-to-day operations, and may act as a lead for other support staff to coordinate multiple assignments. The incumbent applies experience and advance knowledge of Federal retirement programs and benefits to plan, perform and accomplish administrative assignments for projects/programs. The Assistant has a broad understanding of how retirement/benefits actions and administrative assignments contribute to the Divisions activities and how providing customer service support to the FAA employees is a essential function of the BOC. Under limited supervision and in support of experienced professionals the incumbent assignments include: Provides technical assistance to employees on information concerning retirement benefits, disability, or other types of employee benefit programs such as FEHB, FEGLI, TSP, BENEFEDS, FSAFEDS, etc. Compiles, tracks, and analyzes employees personnel data; Conducts thorough reviews of employee personnel information/service history, completes deposit/redeposit estimates and retirement estimates. Maintains complete record of work in electronic case management system. Provides written or oral explanations of information requested; Maintains files/records; assists with the coordination of new office policies and systems. Use various automated systems such as FHR (Retirement Calculator), Microsoft Office, Outlook, HR Case Management System, Avaya phone system, etc. Adhere to daily assigned phone schedule in responding to calls from FAA employees nationwide. Demonstrates considerable independence in planning time, and coordinates only as needed with a manager, team leader, or more experienced employee to prioritize assignments and use assigned resources. Helps others plan and identify resources to accomplish projects/programs/tasks. Contacts are internal and external. Internal contacts frequently involve managers, employees from more than one organizational unit, major subdivision, and/or LOB/SO to share information, coordinate efforts, and discuss the statuses of assignments. External contacts are with customers and other parties on routine matters that relate to the HR professionals that are being supported. Established policies/procedures provide guidance for most assignments, but allow some discretion for the employee to select the most appropriate approach(es) or to recommend a new approach(es). The manager or more experienced employee provides instructions when needed and receives recommendation/input from the Assistant to improve work process. Processes federal benefits elections following appropriate regulatory guidelines, including those of an unusually complicated nature, within established timeframes. Provides guidance to lower level support staff members for handling routine problems and issues. Assures completeness of files. Responds to phone/email inquiries, determines nature of request and directs to the appropriate staff member, as needed. Identifies and informs the managers and/or other employees of problems/issues that require their attention. Work is reviewed periodically through status reports and at completion, to ensure policy compliance and alignment with the requirements of projects and/or work activities. Work activities typically support multiple projects/programs and contribute to the objectives of one or more organizational units and/or major subdivisions. Qualifications To qualify for this position at the FV-E level: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-D, FG/GS-3/6. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience compiling, tracking, and analyzing personnel data, Experience with using an automated system to process personnel actions, Experience with providing customer service support by answering calls and responding to emails. To qualify for this position at the FV-F level: You must demonstrate in your application that you possess at least 1 year of specialized experience equivalent to the FV-E, (FG/GS-7-8) level. Specialized experience includes: Experience compiling, tracking, and analyzing personnel data, Experience with using an automated system to process personnel actions, Experience with providing customer service support by answering calls and responding to emails.
