Summary Administrative Officer located in Sleeping Bear Dunes National Lakeshore, in the Administration Division. Responsibilities Major Duties: The primary responsibility of this position is to advise the Management Team on a wide range of administrative functions as these apply to the park and to direct (or obtain services of) specialists, technicians and clerical support positions in delivering services to management and employees of the park. As a member of the park management team, plans and monitors development of complex park-wide programs, procedures, operating policies, and internal controls. Initiates business studies to assess conditions that impact the effectiveness of park operations, develops new programs, improves effectiveness, resolves complex problems, and takes other management actions to ensure maximum probability of mission success. Builds within the management team and staff an appreciation of the role of administration in accomplishing the mission of the park and a working environment that recognizes administration as a partner in the operational, planning, and partnership programs of the park. Responsible for keeping the park's revenues and spending in balance through authoritative advice and supervision of administrative staff. Participates as a full member of the park leadership team with the Superintendent and Division Chiefs in formulating and annually updating broad program management plans and associated budgets. Oversees budget estimates and justifications for all park programs. Oversees administrative services functions, including Payroll and Timekeeping, Bills of Collection, Payment of Invoices, Internal Controls and Audits, and Travel Services. Serves as the senior liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Assures that the superintendent and park supervisors receive sound advice and guidance on position management through collaboration with SHRO specialists. Responsible for acquiring all goods and services the park requires to accomplish it mission and programs. Is the point of contact for all acquisition actions issued by the park several of which are highly complicated and complex. Reviews, analyzes, makes recommendations, and verifies contracting packages are complete prior to forwarding them to the servicing Major Acquisition Buying Office. Oversees the work of employees in charge of property management and control systems of the park. Advises Boards of Survey on regulations and procedures for investigating lost, damaged, or stolen property. Advises park managers on property accountability and control practices. Oversees information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the park, and for directing the work of staff assigned to provide technical support to the park. MINIMUM AGE: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. TIME-IN-GRADE: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. DRIVER'S LICENSE: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. UNIFORM: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. PROBATIONARY PERIOD: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. FINANCIAL DISCLOSURE: The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-10/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess at least one of all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing advisory services to management and employees in a wide variety of administrative areas such as business operations, budget and finance, human resources, program management, procurement, payroll and timekeeping, travel functions, office support functions, information management and/or telecommunications; applying Federal laws, regulations, policies, and guidelines sufficient to plan, develop, and implement administrative programs; supervising administrative specialists who perform a wide variety of administrative work as described above. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This is not a 100% telework position. The employee will be required to report to the duty station above. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
