Summary

Under the direction of the Director of Asset Management, the Asset Management Analyst is required to provide analysis and planning to support the agency's Office of Asset Management operations and programs. The incumbent will be responsible for monitoring, reporting and helping to achieve property performance goals through analysis and due diligence. This position plays a key role in supporting the Director and other staff of the department to determine the appropriate operational and financing strategies of DCHA owned real estate and recommend actions, based on those strategies, to maximize DCHA and investor returns and values, while ensuring compliance with all regulatory and lender requirements.

DCHA's portfolio includes approximately 7,922 public housing units across more than 72 multifamily communities and over 15 scattered site units, and approximately 59 parcels of vacant land with a DCHA ownership interest. DCHA has a robust development pipeline and may pursue acquisition opportunities as may be necessary, to meet its mission.

All activities must support the District of Columbia Housing Authority's strategic goals and objectives and produce results that accomplish the goals of the Office of Asset Management.

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • Ensure timely receipt and accuracy of asset information collected and stored in the organization's database and other reporting systems.
  • Prepare, or assist in the preparation of, monthly, quarterly, annual and special/periodic Board, senior management, investor, lender and regulatory agency reporting, as assigned.
  • Analyze/investigate monthly property budget-to-actual results by comparing them to proforma and key performance indicators (KPIs) established for each property.
  • Support annual property operating and capital budgeting processes.
  • Update assigned portfolio's asset management dashboard, watchlist and other reports.
  • Collaborate with department staff to support analysis of property leasing activities and conduct routine market and resident demographic analysis to routinely guide property marketing/leasing decisions.
  • Conduct periodic property physical and administrative reviews to evaluate property management, property marketability and market positioning, management plan conformance and physical condition.
  • Research and evaluate real estate market, economic and demographic data.
  • Assist with special projects and provide assistance to the Asset Management Director and team as requested.
  • Establish and maintain compliance reporting tracker.
  • Provide requested documentation to lenders, tax credit partners, regulators.
  • Assist in preparation and maintenance of Property Information Summaries (e.g. Deal Books).
  • Ability to understand and research key documents (property audits, partnership documents, financing agreements, regulatory agreements, insurance coverages, tax returns, etc.).
  • Ensure timely renewal of key rental and other subsidy contracts.
  • Monitor and manage all third-party property management contracts and co-developed properties to ensure all contractual and regulatory roles, responsibilities, and obligations are being met and executed.
  • Support department's investor and financial relations to ensure that DCHA is meeting its regulatory, contractual, and financial responsibilities for each repositioned and redeveloped property, including co-developed or self-developed projects.
  • Support the execution of the agency's asset repositioning strategy by working collaboratively with key DCHA departments, including the Office of Financial Management, Office of General Counsel, Property Management Operations Department, Housing Choice Voucher Program Department, Capital Construction & Design Department, and Development Department.
  • Perform other related duties as assigned.

Job Competencies
  • In-depth knowledge and understanding of the mission, objectives and policies of the District of Columbia Housing Authority (DCHA)
  • Strong knowledge of data analysis; ability to analyze and interpret data and formulate trends
  • Knowledge of government/public sector protocols and processes
  • Strong organizational skills
  • High proficiency with common office software tools, such as spreadsheets, word processing and presentation tools (e.g. Excel, Word and PowerPoint, or the equivalent).
  • Has or is willing to obtain the Asset Management Specialist (AMS) designation from the Consortium for Housing and Asset Management.
  • Demonstrated ability to learn and quickly develop facility with software commonly used in real estate and financial reporting, such as Yardi, MRI, RealPage, etc.
  • Self-starter, detail-oriented, quick learner with strong analytical and problem-solving skills.
  • Strong verbal, written and presentation skills.
  • Sharp eye for detail

Education and/or Experience

Bachelor's degree with coursework in real estate, finance, accounting, economics, business administration, urban planning, public management or related subjects preferred. A minimum of two years relevant work experience, preferably in affordable housing policy, multifamily asset management, housing management operations, real estate or other related experience; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.

Technical Skills

To perform this job successfully, an individual should have knowledge of personal computer and software such as (MS Word and MS Outlook); and must be able to learn other computer software programs as required by assigned tasks.
