programs span criminal justice intercepts and include pre-arrest interventions, court-based diversions, jail in-reach, and intensive post-release services. Project 180 operates in partnership with County agencies including the Department of Mental Health (DMH), the Department of Health Services (DHS), and the Justice, Care and Opportunities Department (JCOD).

The Program
The AB109 program provides intensive, wraparound behavioral health treatment to a forensic population. Through Assembly Bill 109, individuals convicted of a felony crime serve a portion of their sentence in jail or prison and are released early with 1 year of community supervision. If appropriate, participants are mandated to behavioral health treatment by LA County Probation. The program aims to reduce recidivism and support clients with personal recovery goals. The program is funded by the Department of Mental Health (DMH), and operates in collaboration with LA County Probation and LA Superior Court.

The Position
The Housing Specialist will provide housing support across Project 180’s DMH programs (AB109 &
FSP). The Housing Specialist will report to the Program Supervisor and collaborate with the program's
multidisciplinary teams to support clients with their housing goal. The Housing Specialist provides client
advocacy, case management support, and linkage to short-term/permanent housing. A successful housing specialist is able to successfully support clients in obtaining and retaining permanent housing.

Essential Functions:
Provide clients with individualized support on their path to secure housing:
  • Assess clients’ housing needs and support clients in developing an individualized housing plan with concrete action steps. Determine eligibility for resources; calculate income allowances, assets, and rent and perform data entry and/or continued eligibility assessment.
  • Assist clients with linkage to applications for housing related services, short-term housing assistance, and permanent housing resources. Support clients with understanding available resources, completion of housing applications, housing search, and preparing for interviews with prospective owners/property managers.
  • Assist clients with understanding their rights and responsibilities as tenants.
  •  Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs (ie In Home Supportive Services, eviction prevention, meal delivery, etc).
  • Identify client strengths and barriers to housing readiness/retention and assist participants to reduce barriers and linking to resources and services.
Coordinate with multidisciplinary teams, housing providers, and community stakeholders
  • Collaborate with client case managers and other care providers to ensure appropriate care coordination.
  • Coordinate referrals and update appropriate parties in a timely manner.
  • Develop relationships with other community providers to facilitate an effective referral system.
  • Provide mediation and advocacy with landlords on the client’s behalf to develop a workable plan to obtain and or maintain housing.
Maintain and increase knowledge of housing regulations and systems
  • Remain familiar with current U.S. Department of Housing and Urban Development federal regulations as related to Section 8 housing.
  • Attend training and housing related meetings.
  • Utilize and remain updated with the Los Angeles County Coordinated Entry System (CES).
Fulfill baseline Project 180 staff expectations
  • Regular attendance required. Holiday or weekend work may be required.
  • Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
  • Perform other duties as needed.
  • Maintain active license and/or registrations as applicable (ie BBS, CCAPP)

  • Strong critical thinking and problem solving skills
  • Detail-oriented, organized and has strong time management skills.
Minimum Qualifications
Required:
  • Experience working with culturally diverse populations.
  • Valid CA driver’s license, proof of insurance and own vehicle required. Ability to transport clients in personal vehicle as needed.
  • Must not be on any type of legal supervision (probation or parole).
  • Verification of Employment Eligibility and Background Check
  • Basic computer skills
Preferred:
  • Experience as a Housing Specialist and knowledge of CES/housing systems preferred.
  • Experience working with mental health, criminal justice and/or the homeless population.

Salary Range
$24.62 - $27.08/hr

Supervisory Responsibilities
None

Environmental Conditions (Working Conditions)
Job duties are to be performed both in office and field settings, including Project 180’s interim housing sites.

Physical Requirements
The employee is expected to move about the worksite throughout the day, which may involve walking,
standing, and climbing stairs, or using a mobility device, or similar. The employee is expected to drive,
carry a maximum of 20 lbs, listen, and speak in order to complete job requirements.

Mental Requirements
The employee must be able to do any/all of the following: perform complex and varied tasks such as
synthesizing information and making decisions without immediate supervision; handle routine
distractions, interruptions, noise, and uncontrollable changes in priorities/work schedules; interact
professionally and diplomatically in high-stress situations; create and follow plans; meet deadlines.
