Reports To: Administrative Superior

This is a full-time, 12-month CASA represented role. The salary grade for this role is 0652, which starts at 90,333 for new CASA members.

Please note: This role requires in-person work five days a week with no remote days available.

Job Summary

Provides oversight for instruction and compliance of English Language Learners (ELLs) in assigned regions. Works in collaboration with other school, regional, and central-based staff to support the academic acceleration of English Language Learners (ELLs) in assigned regions. This will be accomplished through: 1) ensuring proper policies and practices are employed in each school in compliance with state and federal regulations, 2) implementing professional development for all school and regional personnel in meeting the needs of ELLs, 3) ensuring consistency of practice and aligning ESOL and bilingual instruction to research-based methodologies that result in full access of ELLs to the District's core curriculum and all educational opportunities, and 4) ensuring parental and community engagement in the educational access and attainment of ELLs .

Essential Functions

  • Coordinates professional development for teachers and administrators.
  • Assists in the creation and delivery of professional development and training for ESOL teachers, bilingual teachers, schools and region-based groups.
  • Assists schools and regions in accessing both internal and external resources for implementing effective instructional practices. Identifies effective practices for compliance and instructional delivery.
  • Oversees, coordinates, and monitors ELL programs; monitors the implementation of new and existing programs and initiatives designed to address the needs of schools and students.
  • Ensures the implementation of programs and practices that support the goals and objectives of the District.
  • Ensures equity, accountability, and transparency in school allocations, implementation and maintenance of ELL instructional initiatives and programs.
  • Develops and directs effective, research-based implementation of language allocation policies for bilingual programs.
  • Ensures continuity and rigor in all ESOL and bilingual programs. In collaboration with other District staff and community members, further develops native language programs such as dual language, heritage language, and transitional bilingual that are aligned to research-based strategies that result in the academic acceleration of all students.
  • Collaborates with the Office of Accountability to analyze ELL data to inform district-wide instructional strategies.
  • Establishes positive and productive relationships with community partners to foster collaboration in the educational attainment of ELLs.
  • Performs related duties as required.
Qualifications

Minimum Requirements
  • Master's degree from an accredited college or university.
  • Five years of full-time, paid, professional appointed classroom or site-based teaching experience in ESOL or bilingual programs which has involved developing and implementing instructional programs for ELLs and has included supporting teachers and administrators in improving ELL instructional practices through site-based or centrally based professional development.

  • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent.
Certificates/Licenses
  • Valid Commonwealth of Pennsylvania administrative certificate (K-12) and ESL Program Specialist certificate.


Knowledge, Skills and Abilities


• Demonstrated knowledge of:

o Second language acquisition, literacy development, and various models of research-based instructional programs and strategies that result in the educational attainment for ELLs.

o Federal and state regulations governing ELL compliance and programs.

o National and State standards for ELLs in ESOL and bilingual programs.

o The School District of Philadelphia's core curriculum.

o Periodic assessments, on-going informal assessments and strategies to support ELLs based on the results.

o Current research regarding communities of learners, instructional practices linked to student achievement, differentiated instruction, and mentoring, coaching and emergent technologies.

o Cultural and linguistic diversity, challenges faced by immigrant and ELL families.

o Successful strategies in addressing the achievement gap of ELLs.

o Content-area instruction.
  • Demonstrated skill in:
o Efficiently and effectively analyzing data to develop school-wide and district-wide ELL instructional plans.

o Use of technology in the delivery of professional development and data analysis.

o Writing, developing, implementing, and monitoring grants.

o Supervise staff and set performance goals.
  • Demonstrated ability to :


o Oversee, support, direct and coordinate staff members to meet programmatic goals and objectives.

o Create, implement, and evaluate PK-12 instructional programs that result in the academic proficiency of ELLs in an urban setting.

o Collaborate with district staff, school administrators, teachers, parents, students, and community members to develop and sustain ELL initiatives.

o Effectively conduct professional development for ESOL and bilingual teachers, principals, and regional superintendents.

o Communicate effectively, both orally and in writing.

o Establish and maintain effective working relationships.

o Analyze and make staffing, budgetary, and programmatic modifications if necessary.
