Material Program Manager

The Lead, Material Program Manager will oversee the development and execution of a robust Supply Chain Strategy for key programs across Maritime Power & Energy Solutions (MPES) Philadelphia. This role requires collaboration with functional leaders to institute tailored practices and approaches for successful execution on early engineering design efforts, focusing on risk and opportunity management.
The successful candidate will be responsible for program cost, schedule, and compliance with internal and external regulations regarding materials and subcontracts. This individual will serve as a key interface to Program and Product Offices, Engineering, Quality, Finance, and Operations, and will be a Subject Matter Expert in Supply Chain and Programmatic Practices.
Responsibilities:- Develop and execute strategies to improve supplier and customer on-time delivery
- Ensure timely completion of material and subcontract program milestones
- Manage program budgets and drive actions to improve financial performance
- Serve as the primary liaison between Supply Chain and other functions for key Products/Programs
- Analyze key performance indicators and identify areas for improvement
- Lead others by influence in a matrixed environment
- Develop Supply Chain Estimates using Risk & Opportunity for Best Case, Most Likely, and Worst Case scenarios
- Ensure compliance with all internal and external laws and regulations
- Assist Program Finance in rolling up quarterly financial status against the AOP and Short Term Forecast, EAC, and ETC
- Communicate customer flow-down requirements to the Supply Base
- Manage key supplier performance and relationships
- Lead Supplier Recovery Strategies with transparent reporting and solution-focused actions
- Must be a U.S. citizen
- Bachelor's Degree and minimum 9 years of prior relevant experience, or Graduate Degree and a minimum of 7 years of prior related experience, or minimum of 13 years of prior related experience in lieu of a degree
- Experience in Supply Chain and Program Management execution across a Product Life Cycle
- Ability to communicate effectively with internal executive leadership and line management
- New Business Proposals/Capture Experience on competitive and/or sole source pursuits
- Demonstrated Management and Leadership experience
- Subcontractor Management through various stages of development through production
- Ability to break down large complex issues into smaller individual approaches to achieve business objectives
- Earned Value Management experience/Previous Control Account Manager experience
- Expertise in FAR, DFARS, ITAR
- Experience in developing technical statements of work
- PMP Certification
- Advanced degree
