Position: Criminal Court Supervisor
Starting Salary: Pay Grade 14 - $21.70 per hour
Work Hours: 40 hours a week

GENERAL PURPOSE

Perform a variety of supervisory, administrative and complex clerical duties related to operation of the Criminal and Traffic Court Offices.

SUPERVISION RECEIVED

Work under the general supervision of the Court Operations Manager.

SUPERVISION EXERCISED

Provide close to general supervision to Court Clerks assigned to the Traffic & Criminal Offices.

ESSENTIAL FUNCTIONS

Supervise the daily operation of the Traffic and Criminal office and assists in the development and implementation of operating policies and procedures and work rules. Participate in recruitment, selection of new employees; conduct or provides for new employee orientation and training; schedule employees and makes work assignments; evaluate work performance; participate in decisions affecting retention, advancement, discipline and discharge; assist in auditing and processing employee time and attendance records.

Receive, process and receipt cash and surety bonds posted against fines, fees and forfeitures; post receipts to proper case; determine status of defendant; determine need for arraignment and assures all required documentation is properly filed for arraignments; prepare order for warrants, monitor warrant status, i.e., returned, served, outstanding, quashed, returned/no service, etc.; authorize and process requests for bond refunds; assist with preparation of deposits and daily turn over of receipts to the county auditor; monitor collection delinquent court fines, fees and other receivables; and prepare and submit various related financial reports.

Receive and process misdemeanor and infraction citations, misdemeanor and felony complaints, grand jury indictments, BAC refusals, and fugitive warrants and monitor entry of related information to the state computer system, scheduling of various court hearings issuing of and actions.

Schedule various court hearings; prepare files for preliminary hearings; schedule and distribute paperwork; coordinate with District and Magistrate judicial secretaries regarding scheduling, procedures and training.

Sort incoming files and paperwork, distribute to proper section; scan minutes of incoming files to determine need for actions. File-stamp, confirm and certify documents received; process information and enter data into computer system according to established procedures. Issue summons, warrants, subpoenas, writs and delivers to proper agencies for service; assure warrants are properly docketed and entered into warrant book; coordinate with warrants officer.

Assist public and law enforcement officers with payments on fines; respond to inquiries related to fine balances, suspensions, citations, court appearances, citation history, etc.; prepare arraignment calendars; report to state office of transportation as required; update case files for hearings; coordinate with district/magistrate judicial secretaries as needed; follow established procedures in processing infractions; prepare and mail special notices as required.

Bonneville County has an expectation that employees maintain regular, reliable patterns in their work product and attendance.

Performs related duties as required.

MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation from senior high school or equivalent and one (1) year of specialized training provided through workshops and seminars related to court processes sponsored by the county or professional organizations;

AND

B. Three (3) years of progressively responsible experience performing above and similar duties;

OR

C. An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Considerable knowledge of the function of the Clerk of the Courts; statutory processes related to various court proceedings; general interdepartmental relationships within the justice system; the code of ethical conduct of non-judicial court employees; legal terminology associated with a variety of county processes and documents; court room procedures and protocol; modern office maintenance related to recording and filing important documents; general office management and principles of supervision; interpersonal communication skills; the operation of county court computer system.

Working knowledge of fiscal record keeping practices; English language composition, spelling, grammar and punctuation; office mathematics; bookkeeping and accounting practices; cash drawer practices and money balancing techniques; record retention regulations and requirements; operation of personal computer, mainframe terminals and related software applications.

Skill in managing emotional and stressful encounters with the public, judges, elected officials, law enforcement, and attorneys, and between subordinate staff; in managing sensitive and confidential court related issues.

Ability to plan, organize, and direct the activities of a large group of employees performing diverse duties; communicate effectively, verbally and in writing; develop effective working relationships with elected officials, professionals, the public, and fellow employees; handle conflict within the work place; work independently and establish work priorities; handle and balance large sums of money; compose letters and memorandums; make critical decisions regarding preparation of documents according to established procedures; operate a variety of types of standard office equipment; work quickly and accurately; work effectively under time pressures and deadlines; maintain confidentiality on sensitive issues.

3.Special Qualifications:

  • Must be bondable.
  • Must be able to type 50 words per minute.
  • Must meet all security requirements for access to NCIC reports including background check and fingerprinting.


4. Work Environment:

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking; guided and creative problem solving.
