is seeking a

Capital Projects Manager

for its

Division of Transportation Engineering (DTE)

. There are currently two (2) vacancies which will be based in downtown Rockville. This is an exciting opportunity to help shape the future of multimodal travel in the County. The Capital Projects Manager will be responsible for the planning and design of transportation infrastructure projects, with a focus on transit facilities and services. The Capital Projects Manager is also involved in the completion of construction and as-built plan approval.

DTE is responsible for planning, engineering, and constructing Montgomery County's infrastructure. DTE is currently engaged in growing and improving Montgomery County's Bus Rapid Transit (BRT) network. The County opened its first BRT line on US 29, known as Flash, in 2020.Planning, design, and implementation of additional corridors are underway, and this position would be responsible for managing these projects.

WHAT YOU WILL BE DOING

:

Employee will be responsible for all aspects of project management related to the planning and design of major County Capital Improvement Program (CIP) transportation projects.Duties include the control of the schedule, budget, and quality of multiple projects and interaction with project stakeholders to successfully complete projects.

Other duties include, but are not limited to:
Planning and design of transit projects. Projects may include bus rapid transit, local bus, express bus, on-demand/flex services, and other ancillary facilities. The employee will act as a technical expert on these projects, from planning through construction. Additional assignments may include planning and design for other multimodal capital projects.
Managing medium to larger size complex capital improvement projects while working with a multi- discipline planning and design team including staff from other divisions within DOT and across other departments.
Managing consultant contractors, including managing scope, schedule, and budget as well as reviewing technical submittals.
Assisting with and participating in public outreach activities as well as engaging with other stakeholders including the Washington Metropolitan Area Transit Authority (WMATA), the Montgomery County Planning Department, The Metropolitan Washington Council of Governments, independent municipalities (Cities of Rockville and Gaithersburg, among others), and State agencies like the Maryland Transit Administration (MTA) and State Highway Administration (SHA) within the Maryland Department of Transportation (MDOT).
Identifying potential funding sources and preparing grant applications. Potential funding sources may be state, federal, or third parties.
Preparing and reviewing documentation to address state or federal environmental compliance.
Perform QA/QC review of consultant submittals including feasibility study reports, engineering design plans, construction cost estimate, and special provisions for technical requirement and compliance with applicable local, state, and national codes and standards.

The successful candidate will have experience in the technical aspects of a large-scale transportation project including: traffic signal systems, transit technologies, traffic modeling, forecasting, transit operations, station design and access, civil infrastructure, and permitting.

ADDITIONAL INFORMATION

This position

REQUIRES

the possession of a valid driver's license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region.These locations may not be accessible by public transportation.

The employee is required to visit sites to make field investigations, and/or observe construction.Hazards include those requiring the use of hard hats, eye protection, foot protection and reflective vests worn when working in moving traffic.Physical effort involves occasional standing for long periods and/or walking over rough and uneven project sites, and occasional stooping, bending, reaching, and climbing at construction sites.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory training within the first three to six months or within the specified timeframe.

The anticipated salary range in hiring for this position is $83,052 to $108,776.

Minimum Qualifications

Experience

:Five (5) years of professional experience in design/construction project management, contract administration and quality control.

Education

:Graduation from an accredited college or university with a Bachelor's degree in Architecture, Planning, Civil/Structural Engineering, Construction Management or a related field.

Equivalency

: An equivalent combination of education and experience may be substituted.

License

:Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preference for interviews will be given to applicants with experience in the following:

Planning, designing, or implementing transportation, transit, pedestrian, bikeway, or wayfinding projects from concept, design, and/or implementation. Demonstrated experience in planning, design, and implementation of transit or BRT projects is a plus.
Managing a multidisciplinary planning and design team, as well as consultants, to deliver transit and transportation capital projects.
Coordinating with Federal, State, and local agencies to deliver complex transportation capital projects.
Familiarity and experience applying for grant funding, specifically Federal grant programs.
Experience conducting environmental reviews of capital projects, specifically National Environmental Policy Act (NEPA) compliance is desired.
Alternative project delivery experience, including construction manager at risk (CMAR), construction manager/general contractor (GM/GC), design-build, and progressive-design-build.
