Job Overview
To ensure empowerment-based, best practice participant services are provided to Outreach participants. Plans, develops, and manages Outreach programs, including Tampa Outreach, Plant City Outreach, SafeNet, and Prevention Team. The Director of Outreach also plans, manages and develops the agency's Rapid Rehousing and Peace Village programs. This position is highly visible in the community and requires a high level of professionalism and the ability to establish and maintain relationships with other agencies and funders.
Responsibilities and Duties
- Responsible for overseeing and managing participant service in compliance with organizational policies and procedures, contracts, DCF DVP standards, and applicable laws.
- Responsible for overseeing and ensuring fiscal and programmatic targets are met for direct-service programs.
- Plans and develops programs; reviews programs to evaluate their effectiveness and efficiency, recommends program changes.
- Completes monthly data entry, statistical reporting, and billing for various funders of multiple programs managed.
- Designs, implements, and monitors outcome measures and quality improvement plan.
- Directly supervises Injunction Specialist/Outreach Manager, Outreach Advocates, SafeNet Advocate, Peace Village Manager, Rapid Rehousing Manager, and the Prevention Team Manager.
- Manages the relationship with the Clerk's Office regarding the filing of Injunction for Protection petitions.
- Works closely with other Spring programs and managers to reduce barriers for survivors ensure services are accessible.
- Hires and trains Outreach staff.
- Leads the Outreach Team with competence.
- Develops, implements, and oversees internship programs with universities in the community; supervises student interns.
- Assists with staff development and staff trainings.
- Performs other related duties as assigned.
- Manages relationships with other community agencies, including funders.
- Attends community meetings to represent The Spring.
- Coaches and develops staff.
- Participates in and contributes to agency Leadership Team.
- Strong organizational skills.
- Manages Outreach office space including scheduling with vendors, maintenance requests, and addresses phone and IT issues.
- Conducts training and presentations in the community.
- Represents the agency at various community meetings.
- Collaborates with other groups/agencies to meet participant needs.
- Oversees WS documentation.
- Provides input and program information to the grant writing team.
- Budget: Accountable for overseeing budgets for Outreach programs.
- Records: Accountable for accurate data collection and programmatic reporting for Outreach programs.
- Policy Planning and Development: Accountable for policy planning and development for Outreach programs.
- Direct supervisory responsibility: Injunction Specialist/Outreach Manager, Outreach Advocates, SafeNet Advocate, Prevention Team Manager, Rapid Rehousing Manager, and Peace Village Manager. Additional program management and/or supervisory responsibilities may be assigned based on agency need.
- Funders, partner agencies, organizations, professionals in the community, and universities.
Education/Training/Experience
- Master's degree in Social Work (MSW), behavioral or social science supplemented by five (5) years experience in human service administration preferred. Bachelor's degree may be considered with extensive applicable experience. Program management and supervisory experience required.
- Computer and other standard office equipment.
- Acquire and maintain privilege status, according to Florida Statute 90.5036
- Valid Florida driver's license, two years driving experience, acceptable Motor Vehicle Report, active automobile insurance and dependable transportation is required.
- Requires 24-hour FCADV/DCF Core Competency training and additional 6 hours to qualify for Privilege status.
- Requires ongoing 16-hours of FCADV/DCF related training after the first year
- Must be able to pass and maintain a Level II background check
- The responsibilities of this position require that the employee be able to talk and hear. The employee usually is required to walk, stand, sit, use hands, and reach with hands and arms. The employee may occasionally be required to lift up to ten pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.

- FBI background screen, drug screen and MVR screen required. Must possess a valid Florida Driver's license, have an acceptable MVR. Must have dependable transportation in order to move between facilities and agencies.

- Requires good communication skills, both written and oral.
- Must have an understanding of domestic violence.
- Discretion in dealing with confidential material, flexibility and tolerance for others is required.
- High ethical and professional standards, sound judgment and ability to function independently are required.
- Must be able to work harmoniously with participants, volunteers, staff and public.
- May require an immediate response to a phone message; may require day, night and weekend hours.
- On-call in an emergency.
