Background: This position will provide power marketing support services to the Sierra Nevada Region (SNR) of WAPA in Folsom, CA. Western Area Power Administrations (WAPA) statutory mission is to market and deliver cost-based hydroelectric power to the Central Valley Project and other customers, as well as provide other related services. Westerns service area covers 1.3 million square miles. WAPAs wholesale power customers provide service to millions of consumers in 15 western states. WAPA operates and maintains 17,033 miles of transmission lines, 300 substations and other related facilities.
Summary: Wyandotte Technologies is actively seeking a Power Marketing Support Specialist. This position shall provide Power Marketing Services to cover normal business hours and complete the listed tasks accurately, efficiently, and timely. The Power Market Support Specialist must be proficient at an advanced level in the use of Microsoft Excel VBA, and possess specialized knowledge of CAISO market settlement, bilateral power trading and after-the-fact checkout, and hands-on experience of revenue quality meter data interrogation and validation technology such as MV90 of Itron.
The Power Marketing Service identifies the following critical requirements: CAISO market settlement data collection and validation, BANC settlement data collection and validation, bilateral trade counter-party checkout, meter data collection and validation, meter data submission and provision, settlement cost sub-allocation, power billing, data analysis and reporting, process improvement and documentation.
Scope of responsibilities include:
Uses the software applications in use by SNR to collect, retrieve or download market settlement statements, invoices and other supporting data and documents for performing validation and shadow settlements. The Power Marketing Support Specialist shall review and validate the information for completeness and perform shadow settlement to investigate the accuracy of the settlement statements and the invoices. The Power Marketing Support Specialist shall organize and store the data and the documents in designated locations according to SNR business practice. The Power Marketing Support Specialist shall report the findings to the technical lead of SNR Settlements and Power Billing if any problems or errors are discovered.
Uses the software applications in use by SNR to collect, retrieve or download bilateral trade data such as contract, schedules, e-Tags, and other supporting data and documents for performing validation and shadow settlements. The Power Marketing Support Specialist shall review and validate the information for completeness and calculate the amounts of the invoices. The Power Marketing Support Specialist shall perform after-the-fact checkout with counter-parties to verify the invoice amounts; and report the findings to the technical lead of SNR Settlements and Power Billing and the power trader responsible for the bilateral trade if any inconsistency or errors are discovered. The Power Marketing Support Specialist shall organize and store the data and the documents in designated locations according to SNR business practice.
Reviews and validates the data for completeness and accuracy and make corrections when necessary to ensure that the settlement qualify data meet WAPA internal standards and other applicable industry standards.
Uses the software applications in use by SNR to collect, retrieve or download revenue quality meter data and telemetry data to generate settlement quality data. Monitors the performance of the software applications such as MV-90 and its data collection processes; and report the findings to the technical lead of SNR Settlements and Power Billing and contact WAPA IT or data providers in order to resolve the problems. Organize and store the data and the associated documents in designated locations according to SNR business practice.
Uses the software applications in use by SNR to submit settlement quality meter data to CAISO and BANC according to corresponding data submission standards and deadlines. Reviews and validates the data that have been submitted after submission to verify completeness and accuracy and resubmit if necessary to ensure that the settlement qualify data that have been submitted meet WAPA internal standards and other applicable industry standards.
Provides telemetry or meter data to internal and external entities according to prescribed processes or requests approved by SNR.
Monitors the integrity of the meter and telemetry data across all the software applications such as MV-90 and other in-house or vender-provided systems; and report any inconsistency and errors to the technical lead of SNR Settlements and Power Billing and contact WAPA IT. Signs checklist or other quality insurance records and organize and storse the associated documents in designated locations according to SNR business practice.
Uses the software applications in use by SNR to calculate and allocate payment, charges and costs from customer groups such as WLFS and WPAC to individual customers also referred to as sub-participants. This process of calculation for allocation is referred to as sub-allocation.
Develops and maintains Microsoft Excel workbooks if necessary to address any computation requirements not performed directly by the established applications.
Calculates power bills, prepares supporting documents, obtains approvals according to SNR business practice, finalizes the power bills, inputs the billing quantities into the power billing system, and sends the bills to customers. The entire process of generating, validating and issuing the power bills is referred to as power billing.
Coordinates with staff from various departments such as the front office, finance, contracts and rates to complete the power billing process.
Provides data analysis and prepares reports according to WAPA SNR business needs. Such data analysis can include but not limited to meter data analysis, energy schedule analysis, settlement payment or charge analysis, ancillary service quantity and price analysis, transmission usage and charge analysis, transmission loss quantity analysis, transmission congestion revenue analysis.
Prepares reports to document the findings of the data analysis, to meet WAPA annual report requirements, internal and external audit requirements, or reporting requirements from other entities such as CAISO, BANC and FERC.
Provides assistance in analysis and implementation of business process improvement according to WAPA SNR business needs. Such analysis and documentation tasks can include but are not limited to reviewing existing business process, identify problem areas, participating in discussions, documenting business requirements, developing proposals, implementing solutions using automated queries and Excel or other tools, performing tests and updating business process documents.
Trains and complies with Standards of Conduct certification, a FERC requirement for Power Marketing, and all other applicable training required for Power Marketing or SNR.
Qualifications:
Must be a United States citizen
Advanced Excel skills, preferably experience with Excel VBA
Knowledge of relational databases, preferably experience with SQL
Capable of understanding mathematical formulas and performing algebraic calculations
Effective in communication and capable of business process documentation
Preferably having experience in electrical power market or other energy trading operation
Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
