Clinical Programs Specialist

We are currently accepting applications to fill one (1) full-time Clinical Programs Specialist in Santa Barbara Emergency Medical Services Agency, a division of the Public Health Department.
The County classification title is Department Business Specialist I.
POSITION:
Under general direction, supports departmental staff in the proper and efficient application of business process, fiscal, and/or information system analysis in order to improve the service delivery of programs; analyzes and reports on program requirements and performance; and performs related duties as required.
Examples of Duties
Researches and analyzes rules, regulations, legislation, and procedures to determine their impact on departmental processes, reporting, and fiscal requirements; and identifies and validates business process requirements, critical success factors, and fiscal, technological, and environmental constraints and assumptions.
Supports the development of written procedures to implement adopted policy or to clarify and describe standard practices; supports the development or revision of policies and procedures to support new processes and systems, reduce costs, enhance revenue, and maximize service levels; supports the evaluation of organizational impact of changes; prepares response strategies; designs and improves forms; and support the coordination publication and dissemination of such material.
Effectively communicates with EMS System partners in the execution of job duties.
Participates in meetings and presents data to assist managers in making operational and administrative decisions.
Employment Standards
Possession of a bachelor's degree in business administration, Health Science, or in a specific area of study related to assignment;
OR ,
Possession of an associate's degree in business administration, Health Science, or related field
AND
two years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) program business systems used by the hiring department;
OR ,
Four years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) program business systems used by the hiring department;
OR ,
A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required competencies.
