Director of Finance

Works with Vice Chancellor of Finance in the direction of financial and accounting activities of the campus in accordance with guidelines set forth by the Vice President/Treasurer and Chancellor. Participates in the development of the campus budget. Assists with the monitoring and maintenance of balances in the campus budget. Ensures integrity of all budgetary, sponsored program, purchasing, payroll, and fixed asset information of the Campus.

Directly supervises Accounts Payable and Accounts Receivable Clerks Supervisory Duties • Recommend for hire, supervise and evaluate Finance Assistant positions. • Responsible for the functional areas of travel, purchasing, payroll, sponsored programs and fixed assets.

Budgetary Duties • Participates and assists VCF in the development of annual operating budgets and resource allocation processes. • Monitors departmental expenditures to ensure budget control. • Provides Chancellor, VCF and other personnel answers to questions relating to the campus’s business affairs. • Prepares and/or supervises preparation of monthly and annual financial management reports for Chancellor, School Chairs and Board of Trustees.

Contractual Duties • Provides liaison with bookstore manager on matters relating to the routine contractual provisions of bookstore services provided by the campus’s private bookstore manager. Advises VCF on non-routine bookstore matters. • Assists VCF with the preparation of requests for proposals and contract writing related to bookstore operations, vending operations, Automated Teller Machines, food services and other contractual arrangements. • Plans and manages Campus’s vending services, food services, ATM services and any other outsourced contractual operations.

Payroll, Fixed Asset, Travel • Responsible for directing, planning and execution of all non-routine matters related to payroll, travel and fixed assets.

• Responsible for accurate record retention for all areas of supervision. • Conducts periodic audit and review of payroll, fixed asset, travel and. • Supervises the scheduling and monitoring College vehicles. • Audits vehicle logs to ensure compliance with campus policies. Sponsored Program Duties • Directs and manages the submission of sponsored program proposals . • Create and manage budgets for proposals and awards • Ensures sponsored program funds are tracked and managed according to College and sponsor guidelines. •Conducts periodic audit and review of sponsored programs to ensure compliance with college and sponsor policies • Manage and facilitate Campus Grants Committee

Accounts Payable Duties • Administers direct supervision of campus purchasing, including purchasing compliance. • In conjunction with the VCF, responsible for maintaining proper internal controls and ensuring compliance with college policies and procedures related to all business functions, including purchasing. Conducts periodic audit and review to ensure compliance with college polices. • Coordinates with VCF and assists with the fiscal year-end closing process. • Acts as Purchase Card Administrator for the Campus. • Oversee entire purchasing process including quote and bid process, establishing vendor sources and establishing purchasing and cost reduction strategies. • Oversee requisition and purchase order process including requisition/purchase order approval for campus purchases. • Acts as campus representative on supplier diversity initiatives. • Establishes and monitors Business Office archive areas and records. This is a shared endeavor. •Approves budget and expenditure for administrative services and processes copier journal vouchers. • Approves budget and expenditure for administrative services and processes journal vouchers.

Minimum of a bachelor’s degree in accounting, Management, Finance, Business Administration or related field required.

Five years of related, administrative experience preferred, three years required.

Two years supervisory experience required Experience with fund accounting desirable. Ivy Tech Community College is an accredited, equal
