Responsibilities

Assist in the planning, market research, solicitation, negotiation, award, administration, and closeout of contracts and interagency agreements Ensure that documentation is processed in a timely manner and is consistent with Federal and Agency acquisition and assistance rules, regulations, policies, and procedures (e.g., the Federal Acquisition Regulations (FAR), OMB Circulars, Office of Acquisitions and Assistance Contract Information Bulletins (CIB), Office of Acquisition and Assistance Administrative Memoranda (OPAM), Office of Acquisition and Assistance Procurement Executive Bulletins (PEB), Acquisition and Assistance Policy Directives (AAPD), and the client’s own Acquisition Regulations. Provide advice and recommendations regarding the acquisition strategy and Best in Class (BIC) vehicle choice for a portfolio of the client’s IT requirements. Administer policies and procedures to ensure achievement of federal socioeconomic goals such as those affecting small businesses, labor surplus areas, and disadvantaged business firms. Prepare solicitations which include a technical description of the services, supplies, equipment, or material desired and the delivery timeframe and other terms and conditions, as applicable in accordance with the FAR and client policy. Assist in the compliance review and evaluation of contractor proposals, including the preparation of formal source selection plans and justifications for sole source contracting. Conduct cost and price analysis of submitted proposals. Prepare the government negotiation position. Determine the financial and performance capability of the offerors/recipients. Establish a competitive range for the purpose of conducting negotiations, if necessary. Assist Contracting Officers in the negotiation of specific cost, fee or profit, and technical issues. Assist the government in determining the proposal that is in the government’s best interest from a cost and technical standpoint, to include contractor Quality Assurance Plans and Management Plans in accordance with the solicitation. Prepare required pre-award materials for review and approval of the Contracting Officer. Exercise award options and modifications to contracts and facilitate the resolution of contractual problems, including contractor performance management. Conduct pre and post-award conferences. Ensure timely submission of required deliverables in support of the client COR. Coordinate with the Program and Contracts Management Divisions to determine allowable costs/prices and support the PCM analyst and COR in the approval or disapproval of contractor’s request for payments. Perform cost or price analysis on proposals that involve contract changes, indirect rate agreements, and settlements. Negotiate contract modifications, terms, and costs of changes. Monitor contractor’s financial condition, compliance with labor and industrial relations matters, use of government property, and small and minority business mandatory subcontracting programs. Determine contractor compliance with Cost Accounting Standards and Disclosure Statements, if applicable. Assist with contract terminations as needed, including preparation of cure or show cause notices to correct severe performance deficiencies. Analyze claims and support the negotiation of final settlements. Prepare findings of fact and recommend decisions under the Disputes clause to the Contracting Officer. Assist in the de-commitment and de-obligation of excess funds in awards and prepare them for close-out. Close out awards, monitoring delivery of the contract end items and inclusion of final reports and clearances.

Qualifications

Bachelor’s degree in Business Administration, Finance, Accounting, or another relevant discipline Minimum of 6 years of experience in acquisition management. Must have demonstrated experience with developing acquisition strategy for IT services, preferably a major IT investment. Master’s degree preferred. Knowledge, Skills and Abilities: Microsoft Excel skills must be intermediate or higher. Ability to communicate complex principles and concepts in clear writing. Knowledge of the Federal Acquisition Regulation (FAR) and OMB Circulars, including OMB Exhibit 300. Ability to perform analysis and verification of solutions within the IT environment. Executive and political savvy. Ability to manage large projects. Skilled at balanced score card implementation and the ability to measure and work with metrics. Ability to map analytics back to critical project success factors/SSO (Statement of Objectives). Demonstrated strong interpersonal, collaboration, and organizational skills. Final salary determination based on skill-set, qualifications, and approved funding.
