Job Description

The Sr. Regulatory Compliance Engineer is a Project Engineer that will be the subject matter expert within Regulatory responsible for reviewing, coordinating, and submitting regulatory and technical information to ensure compliance for Acciona's fleet of renewable generating facilities in North America. Possesses detail knowledge of Bulk Electric System regulatory requirements, standards and regulations. Moderate travel required.

Responsibilities:

Work with Operations Engineering department to ensure regulatory compliance requirements are understood and satisfied. Review compliance related deliverables from construction to operations to ensure compliance prior to facility commissioning. Coordinate with Construction and external firms for post construction testing. Assist Requirement Owners and Subject Matter Experts with the creation and maintenance of internal policies, processes, procedures, and guidelines to promote operational efficiency and ensure compliance with NERC and regional O&P reliability standards. Comply with assigned regulatory reliability standards and compliance requirements, including but not limited to, market rules and NERC Reliability Standards. Track and ensure timely completion of activities assigned to Operations Engineering department associated with NERC Reliability Standards and market rules (i.e. ERCOT, PJM, etc.). Serve as the Subject Matter Expert (SME) for applicable Reliability Standards. Evaluate proposed modifications to NERC Standards, new Standards, lessons learned, and provide commenting and balloting recommendations to the Regulatory Compliance Department. Provide regulatory/technical expertise in and consultation through direct involvement to identify and resolve regulatory issues. Coordinate responses to internal and external data requests, RFIs, audits, and NERC Alerts. Provide feedback as requested for event analysis, root cause analysis, corrective actions, and extent of condition reviews. Accountable for the accuracy, completeness, and timeliness of work ensuring proper basis management and assuring that standard design criteria, practices, procedures, regulations and codes are used in operation of assets. Perform independent research, reviews, studies and analyses in support of regulatory/technical projects and programs. Recommend new concepts and techniques to reduce regulatory burden, track regulatory non-compliances corrective actions, and make recommendations to address changes of codes or regulations. Ensure engineering work performed at renewable generating facilities conforms to all applicable regulatory and manufacturer requirements. Review scopes of work and work product from 3rd party providers and Operations Engineering related to modeling, engineering studies, testing plans, system changes, upgrades and maintenance. Ensure company and compliance-related documentation and records are organized and retained, as required. Coordinate with management and review upcoming compliance requirements to ensures estimates for compliance related activities are included in annual budgets. Other responsibilities as assigned. Required Skills and Competencies

Bachelor's Electrical Engineering degree (ABET accredited university) or equivalent required. Master's Degree in Electrical Engineering (ABET accredited university) will count towards years' experience. Professional Engineering (P.E) License preferred, but not required. Project Management Certification (PMP) preferred, but not required. Minimum of 6 years of experience in utility or power plant operations and maintenance. Excellent communications skills, with the ability to provide training on complex operations. Demonstrate continuous commitment to safe operations. Be an active role model and constant resource to the organization. Knowledge of electrical and mechanical theory and concepts. Able to work in an indoor or outdoor environment. Proficient with computer applications (e-mail, internet, Microsoft Office (Word, Excel, Power Point, Project, etc.)) Ability to professionally represent the company when dealing with external organizations. Working understanding of NERC Reliability Standards. Ability to travel up to 40% of time to domestic and international locations. Have a valid driver's license and satisfactory driving record. Hold or be able to obtain a Passport.
