Accounting Analyst II

This position's responsibilities are to analyze data and produce management and project-level reports. It also provides direction in maintenance of records and accounts for the District's grants and acts as a consultant to the district regarding cost analysis, compliance requirements and grant management processes, and ensures the compliance of the grants spending with Federal and State regulations as well as District's policy and procedures. 20%

Performs budget analysis and comparisons for grants. Ensures that grant expenditures are allowable and appropriate per contract specifications. Ensure fiscal compliance for grant expenditures by reviewing requisition requests for grant reimbursement. 20%

Approves and processes accounting journal entries, and prepares Grant Expenditures report for invoices. 10%

Prepares and analyzes cash receipt, revenue and expenditures. Reconciles accounts receivable billings and reports, unearned revenue analysis and grant invoice status schedules. Evaluates and takes action on delinquent accounts. 10%

Works with grant funding representatives and internal or external parties to compile specialized reports of costs and other fiscal data. 10%

Provides direction and assistance to other district staff, community members, vendors and contracted agencies on fiscal aspects of grant funds. 10%

Analyzes individual grants for underspend or overspend and makes appropriate adjustments for them. 10%

Ensures accounting data integrity, and documents appropriately as per regulations and procedures. 10%

Assists in preparation, collection and reconciliation of Federal Time and Effort reports.

OTHER FUNCTIONS:

Works with administration to develop, write and update written policies and procedures governing grant processes and areas of assigned responsibility. Attends meetings, conferences and seminars to maintain knowledge and professional skills. May perform related duties consistent with the scope and intent of the position.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of Generally Accepted Accounting Principles (GAAP); fund accounting and financial management principles, concepts, theories and techniques; grant accounting practices; Microsoft Office, especially Excel application. Skilled in preparing financial reports and statements; interpersonal relations; providing customer service; facilitating group processes; monitoring and analyzing program operations and line item budgets; preparing analytical cost accounting and budget reports for management decision-making; maintaining and reconciling accounts; strong oral and written communications. Ability to maintain confidentiality and integrity of data; interpret and apply rules, regulations, policies and procedures; make recommendations and implement solutions; establish and maintain effective working relationships with District staff and the public in a multi-cultural community; research and analyze data, and make recommendations; provide training in assigned area of responsibility. EXPERIENCE/EDUCATION: A typical way to obtain the knowledge and abilities would be three (3) years of experience in accounting in a computerized environment, including cost accounting and preparation of specialized reports for management decision-making; Bachelor's degree in Accounting, Business Administration, Finance or closely-related field; Master's degree in Accounting, Business Administration, Finance or closely related field desired; or an equivalent of education and experience.

Any equivalent combination of education, experience and training that provides the relevant knowledge, skills and abilities to perform the work will be considered. DESIRED CERTIFICATION & LICENSES
