The Process Safety Management Team Lead reports to the Billings Refinery HSE Manager. Responsibilities May Include: Establishing, documenting, and maintaining a site PSM/RMP accountability and responsibility organization chart Establishing, documenting, and maintaining PSM/RMP/DOT jurisdictional boundaries or international equivalent Establishing and maintaining a site PSM/RMP/HSEMS manual and supporting procedures to ensure compliance with all elements Supervises personnel by providing work direction, performance feedback and training Coordinating and assisting in the development and subsequent updating of the site’s EPA Risk Management Plan or international equivalent (i.e., COMAH Safety Case). Ensuring ongoing reporting and updates meet regulatory compliance Supporting the various refinery departments (e.g., Technical, Projects, Operations, Maintenance) in the development and implementation of process safety information and other engineering/equipment information Coordinating, assisting with, and ensuring quality control of the site’s hazard and risk analysis studies (i.e., PHA, Hazop, LOPA, QRA, etc.) Preparing and issuing hazard and risk analysis (e.g., PHA) reports for management approval and implementation Ensuring local facility siting studies are implemented and maintained.
