Minimum Education:
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred

Work Experience:
  • Minimum of 1-2 years of experience in accounting, finance, or contract management
  • Experience with fiscal reviews and contract management preferred
  • Familiarity with automated accounting systems and NYS Statewide Financial System (SFS) advantageous

Job Duties:
  • Provide support to the Bureau's Senior Accountant (SA) in conducting fiscal reviews for the Division's 600+ contracts
  • Assist in completing annual fiscal risk assessments for contract management
  • Assess the fiscal health of approximately 300 unique organizations
  • Prepare written correspondence to request supporting documentation and perform initial data entry for review by the SA
  • Review contract budget documents and evaluate expenditures for appropriateness
  • Prepare summaries of findings and request corrective action plans as needed
  • Enter contract requisitions into NYS Statewide Financial System (SFS) accurately and timely
  • Transmit approved requisitions to contract managers and conduct preliminary reviews of claim submissions
  • Monitor claim progress in SFS and ensure timely payments within designated timeframes
  • Record all claims in related fiscal systems and respond to inquiries promptly
  • Conduct quality reviews of draft contract packages before transmission to grantees
  • Perform other related duties as assigned

Preferred Skills:
  • Proficiency in Microsoft Office 365, particularly Excel
  • General knowledge of automated accounting systems
  • Understanding of Generally Accepted Accounting Principles (GAAP)
  • Excellent written and oral communication skills
  • Demonstrated experience with NYS Statewide Financial System (SFS)
  • Ability to organize work and document project progress
  • Strong multitasking and prioritization abilities

Misc. Information:
  • Work Schedule: Monday - Friday, either 9:00 AM - 5:00 PM (37.5 Hours) or 8:30 AM - 5:00 PM (40.0 Hours)
  • Interviews: Conducted virtually via WebEx
  • Remote/Hybrid Role: Initially requires full-time on-site presence for a minimum of six weeks; potential for telecommuting schedule thereafter based on operational needs
  • Training will be provided
  • Fees: New staff required to pay $13.00 for state agency issued name/photo ID badge
  • Parking: Employee paid parking available through Office of General Services (OGS) parking program
  • COVID-19 Policy: Employee to notify supervisor and employer if positive; follow DOH guidance and complete affirmation of isolation form before returning to work site
