Summary:

As an Acquisition Business Specialist, you will lead civilian agency or DoD Information Technology (IT) and Professional Services (PS) acquisitions through the pre-award acquisition lifecycle serving as a pre-award technical specialist.

Location of position:

FAS, Assisted Acquisition Services

This office is a full spectrum, cradle-to-grave acquisition, project and financial management service provider. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities:

Serves as an Acquisition Project Manager and leads at least one or multiple highly-complex, high-dollar acquisitions from acquisition initiation through contract or Task Order award providing technical advice to the client, contractors, and the Office of Assisted Acquisition Services regarding pre-award strategies and activities.

Identifies, analyzes, strategizes, optimally schedules, and tracks acquisition milestones to ensure that the acquisition satisfies client’s mission needs.

Assesses, defines, and documents client technical and contractual requirements.

Conducts market research and identifies an acquisition strategy to accomplish the client requirement.

Prepares the solicitation and related acquisition documents in accordance with the approved acquisition strategy.

Ensures contract/Task Order type is appropriate for the client requirement and environment.

Prepares the Independent Government Cost Estimate for a variety of contract types including cost-plus.

Serves as a GSA liaison to the client managing cost and schedule expectations and as needed, explain Federal Systems Integration and Management Center services and value add.

Relying on critical thinking, solves acquisition challenges that may arise during the pre-award acquisition lifecycle and possesses strong writing skills.

Requirements:

US Citizenship or National (Residents of American Samoa and Swains Island)

Meet all eligibility criteria within 30 days of the closing date

Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:

Serve a one year probationary period, if required.

Undergo and pass a background investigation (Tier 2 investigation level).

The GS-12 salary range starts at $88,962 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as providing technical consultation and project management for acquisition projects in the information technology (IT) and professional services areas that included: Experience assisting with the preparation/development of Statement of Works (SOW) and/or Performance Work Statements (PWS); Experience providing acquisition project management support throughout the acquisition life cycle for acquisitions from the beginning through post award and contract closeout; Experience engaging with stakeholders or vendors at various levels on actions, problems, and issues; Experience assisting in administering task orders, delivery orders, and/or contracts awarded on behalf of the program; and Assists in analyzing highly complex and/or new/unique program requirements in coordination with other personnel to satisfy the program's business needs.
