Under the direction of the Chief Administrative Officer (CAO), the Human Resources Manager will co-manage Human Resources (HR) Department personnel and ensure that our HR programs and initiatives are effective, efficient, and aligned to overall agency objectives. The duties for the Human Resources Manager will include supervising human resources personnel, responding to and managing employee grievances and disputes, supporting employee development, enhancing job satisfaction, implementing HR strategies that support business objectives, mitigating risks, maintaining employee records, designing accountability mechanisms, and overseeing overall employment needs. Qualifications: Bachelor’s degree in Human Resource Management, Business related field; or SHRM, PHR/SPHR Certification with five (5) years’ work progressive HR Generalist work experience, preferably in a not-for-profit setting. Formal training and/or education in State and Federal laws and regulations pertaining to labor laws and regulations. 2 years management experience preferred. Employee relations, labor relations, wage and hour, and benefits administration background Experience with HRIS, automated and data management systems, interfacing with Payroll and Finance, ADP preferred. Excellent analytical and problem-solving skills Must have exemplary oral, written, and interpersonal skills, as well as strong ability to partner with all organizational levels. Must demonstrate good listening skills and a strong customer service attitude in supporting management and staff throughout the organization. Responsibilities/Essential

Functions: Ensure that fair employment practices meet the needs of the organization. Advise directors and managers on employee and labor policies, i.e., ADA, FMLA, and OSHA regulations. Oversee worker’s compensation. Partners with CAO and Benefits Coordinator in benefits implementation and administration; participates with CAO in benefits selection and policy development. HR audit preparation and coordination. Collaborate with other department managers to deliver employee training programs, employee feedback, ensure compliance and facilitate performance management. Mediate and suggest solutions to employee disputes. Assist with developing and implementing human resources policies, ensuring compliance with Federal, State, and local laws and regulations, including consulting legal counsel to ensure that policies comply with Federal, State, and local employment laws and regulations. EEO-C and Cal-OSHA Reporting and coordination. Employee regulations, contracts, and quality assurance compliance. Assist with full cycle recruiting, identifying, evaluating, and solving hiring challenges. Counsel management by providing advice on managing employees and cultivating the ideal culture. Administers Collective Bargaining Agreement (CBA) and represents management in interactions with Union personnel. Assist with performance management and performance reviews. Employee counseling and labor relations, disciplinary and grievance procedures, and ensure such policies or procedures do not alter the employment-at-will relationship or violate CBA with Union. Ability to work effectively with co-workers, customers and others by sharing ideas in a constructive and positive manner; listening to and objectively considering the ideas and suggestions from others; keeping commitments; keeping others informed of work progress, timetables and issues constructively to find mutually acceptable and practical business solutions; addressing others by name, title or other respectful identifier, and respecting the diversity of our work force in actions, words and deeds.
