USAID Next Generation PSA: USAID will be issuing three procurement service agent contracts tomanage the procurement and distribution of global health commodities fordeveloping countries globally, but primarily in Africa and SE Asia. PSA HIV will procure approximately $400M peryear of commodities, PSA Diagnostics $240M and Integrated PSA (Malaria,Reproductive Health and Pandemic Response) $400M. The successful contractor(s)will provide these services under a five-year contract with an additional fiveyears of options. Palladium is seeking aDirector of Global Supply and Operations Planning to join the core leadershipteam of the PSA. Position Overview: The Director of Supply Chain Planning (DSCP) isresponsible for global rolling commodity forecasts and supply chain operationsplanning to meet the needs of USAID recipient countries. This position leads integrated planningefforts to ensure a predictive, adaptive, and resilient USAID global health supplychain that supports global procurement operations and provides the analysis ofglobal forecasting and supply planning data required by USAID. The DSCP also monitorssupplier and distribution risk and oversees work on market dynamics. The DSCPworks with the Director of Procurement and Supply Chain Operations to identifyopportunities to optimize the PSA's supply chain and manage risk to meet andmaintain the highest standards of service and best value for USAID and countryprograms served by the NextGen PSA PaaS. Roles and Responsibilities: Coordinates with the Director of Procurement and Supply Chain Operations to create and maintain a predictive, adaptive, and resilient supply chain that supports strategic sourcing for an optimal supplier base, identifies opportunities for improved supply chain performance, efficiencies and savings, aligns PSA supply with USAID recipient country demand, ensuring supply chain agility and minimizing risk to the global health supply chain. Determines the best value strategy for delivering different commoditycategories to different countries while meeting the various goals of USAID,such as minimizing lead times, stock-outs, and total landed cost, while maximizingon-time delivery and maintaining a strategic level of buffer stock fordifferent global health programs in strategically located Global Stock Centers. Works with the Next Gen GHSC Technical Assistance (TA) and/or In-Country Logistics (ICL) contractors to obtain accurate annual supply plans from each participating country. Ensures country data is useable and of high quality, providing NextGen TA and/or ICL with feedback as appropriate. Incorporates consolidated country data into global supply plans to ensure Palladium's supply chain is responsive to country commodity needs as required by USAID missions. Ensures PSA data requirements are provided to USAID's control tower platform. Contributes to and leverages data, tools, and platforms from global health partnerships focused on family planning, malaria, and HIV to improve supply chain visibility and advance commodity security for recipient countries. Provides rolling global forecasts to suppliers on a recurring basis. Provides USAID with analysis of global forecasting and supply planning data as required. Collaborates with global partners on global forecasting and supply planning activities in collaboration with Director, Global Coordination. Monitors country planning data against actual country orders and budgets. Provides advance notice to stakeholders on gaps and mismatches. Manages stock levels in up to 3 Global stock centers, determines replenishment orders, and provides stock status reports to USAID as required. Coordinates with the Director of Procurement and Supply Chain Operations to identify opportunities to establish Vendor Managed Inventory solutions for health commodities throughout the supply chain. Supervises members of the planning team implementing market dynamics, forecasting, and supply planning, and management information systems team. Anticipate future needs of the business through trends and insights. Management of analytics strategy, roadmap, and team resources. Position Requirements: Senior level experience leading supply chain supply and operations planning, preferably in the global pharmaceutical supply chain environment. Demonstrated experience transitioning reactivesupply chains to higher levels of maturity to become more predictive, adaptive,and resilient. Significant experience with leveraging data to improve supply chain performance. Strong warehousing and inventory management experience. Excellent analytical abilities and ambitious, solutions-oriented thinker. APICS Certification desired. Demonstrated ability to provide thought leadership, teamwork, client engagement. Strong demonstrated experience building the capability of teams to understand and effectively maintain compliance, operational quality assurance and knowledge management. Excellent interpersonal, written, and oral communications skills. Experience diplomatically interacting with both U.S. and foreign government officials. Knowledge of global public health program context. Fluency in written and spoken English required; Demonstrated ability to communicate in English clearly and concisely both orally and in writing. Minimum Qualifications: BA in Business Administration, Public Administration, or BS in Supply Chain Management plus 15 years of relevant experience. MBA, MA in Public Administration, or MS in Supply Chain Management plus 12 years of relevant experience. 18 years of relevant experience in global supply chain management.
