POSITION GOAL: Assist the Director of Finance with compiling, analyzing and reporting School District current and projected financial information, establishing, modifying and implementing School District accounting policies and procedures, and providing accounting support. ESSENTIAL DUTIES & RESPONSIBILITIES: Perform all accounting functions in accordance with federal, State, GAAP and GASB Guidelines. Document and recommend accounting control procedures and processes to the Director of Finance. Perform internal audits and reviews of School District accounts, as directed. Act as District liaison with local, state and federal auditors, including preparation and maintenance of fiscal year-end work papers, adjustments and financial statements. Prepare the District’s budget document and internal financial reports for stakeholders and the Board of School Directors. Prepare the District’s Annual Comprehensive Financial Report (ACFR). Prepare and submit District’s annual budget document for ASBO & GFOA award. Prepare/compile required financial reporting to PDE and other external entities such as the AFR (Annual Financial Report). Monitor PDE changes to Chart of Accounts and assist Director of Finance with updating District’s General Ledger accordingly. Assist Director of Finance by performing general ledger, Real Estate tax revenues, and cash and investment reconciliations, including monthly financial reporting to the School Board. Maintain District fixed assets and depreciation records. Compile and analyze financial information and prepare journal entries to general ledger accounts, documenting district business transactions. Partner with Compliance Coordinator with respect to grants management. Assist Director of Finance as directed. QUALIFICATIONS: To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary. Bachelor's Degree in Business Administration or Accounting and four years’ related experience in governmental finance and/or accounting. Proficient computer skills, including Microsoft Office and implementation of network financial systems. Ability to apply advanced mathematical concepts to produce financial analysis and reports. Ability to work with minimal supervision and good organizational skills. Strong interpersonal and communication skills and the ability to work with a wide range of people, including the ability to write reports, business correspondence and procedure manuals; and to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Strong accounting skills, including the ability to apply advanced mathematical concepts and to utilize current technology to produce financial analysis and reports. Strong problem-solving skills, including the ability to define problems, collect data, establish facts, draw valid conclusions, and interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Strong follow through on projects and deliverables, including the ability to provide innovative ideas and efficiency improvements. Submission of PA School Personnel Health form.
