PRIMARY PURPOSE OF POSITION
The primary objective of this role is to assist Constellation teams in monitoring and managing project budgets, forecasts, and expenditures through the creation of project financial reports and analysis of current and anticipated spending.

PRIMARY DUTIES AND ACCOUNTABILITIES
- Utilize financial management tools to prepare project financial reports in collaboration with project managers, ensuring accurate representation of monthly and yearly budgets, future spending forecasts, and actual expenditures.
- Process approved Project Change Requests (PCRs) to update budgets in the financial reporting tool, ensuring monthly updates are conducted to support project financial reviews.
- Conduct regular reviews and analyses of assigned financial reports to identify any missing or incomplete project data (e.g., authorization history, milestone dates, contract numbers, etc.).
- Perform detailed analyses of real-time monthly project expenditures to ensure accurate cost coding and identify any fiscal discrepancies.
- Collaborate with project managers to resolve discrepancies through effective communication with relevant vendors or departments.
- Assist project managers in preparing, updating, and analyzing financial reports, including forecasts, actual costs, and budgets, considering previous expenditures and accruals.
- Identify challenges related to the current year or overall project budget and develop project risks and opportunities as part of the forecasting process.
- Conduct ad-hoc analyses and special projects related to financial controls, including focused area assessments, benchmarking studies, and procedure revisions.
- Support project managers in developing financial presentations and monthly project reports.

MINIMUM QUALIFICATIONS
- Bachelor’s degree in finance, engineering, or construction management with a minimum of 5 years of experience in financial budgeting, cost management, or project estimating.
- Alternatively, at least 8 years of relevant experience in financial budgeting, cost management, or project estimating in a related field.
- Strong analytical skills paired with effective written and verbal communication abilities.
- Proficient in computer-based analytical tools (e.g., Access, Excel).

PREFERRED QUALIFICATIONS
- MBA and/or CPA or PMP certification.
- Expertise in financial systems such as PeopleSoft and Hyperion.
