Job Description:
Responsibilities:

  • This position requires a unique blend of project management, business development, tactical and strategic skills.
  • Responsible for technical, cost, and schedule performance of multiple Aegis/BMD/USN technical projects in accordance with contract requirements
  • Working within and supporting a Project Team, provide project direction to a matrixed team of personnel from all disciplines including software and test engineering, quality assurance, configuration management, data management and finance.
  • Identify and pursue new opportunities through GovWin, FedBizOpps, SAM.gov and other databases.
  • Develop and maintain capture plans, action tracking, including opportunity qualification, agency research, competitive intelligence/assessment, and partner assessment.
  • Successfully lead and own applicable steps in the business development lifecycle to incrementally improve win probability and position the organization to craft a compelling technical and pricing solution while identifying and managing risk.
  • Assist with the coordination and development of proposals utilizing company proprietary tools and processes.
  • Work collaboratively with contracts and finance to negotiate proposal value and scope with the customer.
  • Participate/lead in bid decisions, development of cost strategies and phase/gate reviews.
  • Analyze RFIs and RFPs in concert with partners and prepare questions for the customer.
  • Collaborate across the organization supporting finance and functional activities to establish budgets and performance plans for project execution.
  • Support the creation and presentation of project execution status to internal leadership and external customers.
  • Ensure timely completion of project tasks within budget utilizing appropriate scheduling and change control processes.
  • Support creation and tracking of Estimates to Complete (ETC) and Comprehensive Estimate at Complete (CEAC) analysis.
  • Support Perform Risk & Opportunity Management and Change Management across efforts.

Requirements:

  • Bachelor's Degree in a technical or business-related discipline.
  • Must be a US citizen.
  • Working knowledge of Defense and National Security space.
  • Strong leadership skills.
  • Has a working knowledge and practical application of Capture best practices including developing overall win strategy; shaping deals with customers, developing teaming strategies, identifying and secure teaming partners; understanding pricing and assist in developing winning price.
  • Demonstrated success in leading and winning large competitive contracts.
  • Possess versatile and persuasive written and presentation communication skills.
  • Experience with or knowledge of current Software development methodologies and practices.
  • Knowledge of Government contracting, current acquisition trends and customer buying behaviors.
  • Proven experience leading large geographically diverse teams; strong coaching and mentoring skills; ability to achieve results through others.
  • Travel required up to 25%.

Experience:

  • 10+ years of experience working on projects entailing the development of software products or solutions with desired experience with development for tactical real-time mission critical systems.
  • Experience supporting proposal and negotiation efforts across different contract types including Cost Plus (Incentive Fee, Award Fee, and Fixed Fee), Time & Material (T&M), and Firm Fixed Price (FFP) contracts.
  • Experience in key aspects of project management, including technical, financial, customer and organizational communication.
  • Minimum of 5 years of relevant and proven Capture experience
  • Experience with Earned Value (EVMS) methodologies and CMMI Level 5 life cycle process and procedures, and Software Development Life Cycles (SDLC) methodologies is desired.

  • Bachelor's degree (Engineering, Computer Science, Math, Physics, or related Project / Program discipline)
