ESSENTIAL JOB FUNCTIONS: Works under the direction of the assigned Deputy Director to oversee community housing initiatives within Memphis Housing and Community Development (HCD) division. Assists the Deputy Director in planning, organizing, and directing the activities of the city's housing funds. Collaborates with other divisions and departments, community-based organizations (CBOs), and residents to develop a variety of programs and projects aimed at improving the quality of life for low- and moderate-income residents throughout the city. Manages and designs housing and community development initiatives that aim to preserve and provide new affordable and middle housing, sustain diverse communities, and prevent displacement of low-income residents. Serves as a project manager to directly manage key housing initiatives on behalf of the division. Works closely with construction teams and others to provide guidance and ensure effective implementation of plans to meet annual housing goals. Manages special projects by meeting with the senior management team to establish multi-year goals for housing development, technical assistance, training, and program growth. Manages and organizes the consistent implementation of development plans. Participates in preparing and tracking project timelines, financial pro forma, and budgets related to housing and capital needs for the divisions. Builds and maintains relationships with internal customers and external agencies. Promotes effective cross-division communication, information sharing, and a sense of comradery between the project team and other HCD staff to advance the shared values of the organization. Attends various meetings and conferences by driving throughout the city. Develops and implements advancing affordable housing development projects through all phases of development (pre-development, construction, stabilization). Keeps abreast of the status of HCD's housing development projects, and the people involved to ensure that projects are continually moving forward.

OTHER FUNCTIONS:

1. Performs additional functions (essential or otherwise) which may be assigned from time to time.

TYPICAL PHYSICAL CONDITIONS: Requires the ability to communicate both orally and in writing with managers, staff, contractors, general public, and government agencies. Requires ability to read government regulations, blueprints, and floor plans. Requires the use of general office equipment such as computers, calculators, copiers, and telephones. Requires the ability to operate an automobile.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment except during on-site visits to observe operations. May be required to travel to various claims sites throughout the city.

MINIMUM QUALIFICATIONS: Bachelor's degree in Housing and Urban Development, Grants Construction Management, Public Administration, or related field and six (6) years' professional experience in housing development grant programs, project management and/or experience in affordable housing programs and redevelopment; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver's license as a condition of continued employment. Fluently bilingual in oral and written English and Spanish strongly preferred. Master's degree preferred.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
