Job Description

POSITION SUMMARY:

The Senior Auditor performs financial and operational audits. Identifies process weaknesses and financial errors and recommends solutions to audit findings. Prepares Schedules of expenditures for federal awards and reviews financial statements for RFPs. As Senior Auditor, the position works with the Manager of Auditing overseeing and supervising the day-to-day internal audit department. Regularly works with confidential and HIPAA-restricted information. May perform special projects or special investigations.

Duties and Responsibilities:

The duties and responsibilities of this position include, but are not necessarily limited to:
  • Performs financial and operational audits of departments and offices in accordance with Government Auditing Standards and other appropriate standards to ensure compliance with proper internal controls.
  • Supports the Manager of Auditing in supervising the internal audit department by overseeing the interpretation and integration of professional auditing standards into the internal audit practice and performing reviews of audit work and reports to ensure that professional standards are complied with.
  • Review financial statements for evaluation of RFP Initial Pass-Fail.
  • An extensive knowledge of Generally Accepted Auditing Standards (GAAS) and Generally Accepted Governmental Auditing standards (GAGAS). The ability to perform audits in compliance with all GAGAS statements applicable to Berks County.
  • Teaches and directs training for the internal auditors to ensure staff are properly trained and that staff have the proper knowledge, skills, and abilities to perform their assigned duties, and that continuing professional education credits are maintained in compliance with GAGAS.
  • Schedule and oversee training for MDJ staff, tax collectors, departmental financial officers, and department heads.
  • Analyze data obtained for evidence of deficiencies in controls, duplication of effort, extravagance, fraud, or lack of compliance with laws, government regulations, and management policies or procedures.
  • Staying abreast of changes in Generally Accepted Accounting Principles and Generally Accepted Auditing Standards through professional guides and literature.
  • Participates in training and development to ensure continuing knowledge of audit standards and best professional audit practices and to fulfill continuing professional education requirements prescribed by Government Auditing Standards and required for professional certifications.
  • Analyzes audit results and strengthens internal controls by assuring the development of meaningful control-related findings and audit recommendations.
  • Other duties, as required and deemed necessary by the Controller.
MINIMUM EDUCATION AND EXPERIENCE:
  • Bachelor's Degree, preferably in Accounting, related business, or Criminal Justice field.
  • Five (5) years of experience in an auditor, investigator, or closely related position.
  • Certified Public Accountant, Certified Governmental Financial Manager, or Certified Fraud Examiner
  • Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
  • Working knowledge of the principles and skills of internal auditing.
  • Working knowledge of the principles and skills of project management to coordinate work as lead auditor with audit team members to complete the audit.
  • Working knowledge of the technical requirements of auditing standards as prescribed by the General Accounting Office and the Institute of Internal Auditors.
  • Ability to assume responsibility for independent completion of projects.
  • Ability to analyze and objectively evaluate complex financial-related activities.
  • Ability to objectively analyze operational situations in various work environments and develop and recommend process improvements.
  • Ability to interface effectively with all levels of management and establish and maintain working relationships.
  • Ability to persuade auditees to improve and maintain adequate internal controls.
  • Ability to collaborate on projects and teams or committees.
  • Ability to communicate effectively both orally and in writing.
  • Skills in the use and application of various office computer programs.
  • Ability to interact with outside and state auditors and maintain working relationships.
  • Ability to handle stress.
  • Physical presence in the office may be required.

PHYSICAL DEMANDS:

Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time but may involve walking or standing for brief periods of time. Exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Physical demands are in excess of those of sedentary work. Light work usually requires walking or standing to a significant degree. Extending hand(s) and arm(s) in any direction. Using upper extremities to press against something with steady force to thrust forward, downward or outward. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Expressing or exchanging ideas by means of the spoken word. Talking is important for those activities in which workers must impart oral information to employees, clients or to the public, and in those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Perform activity such as preparing and analyzing data and figures; viewing of computer screen; extensive reading.

WORKING ENVIRONMENT:

Ability to travel to field locations and meeting/training sites by motor vehicle when required. Communicate both orally and in writing to issue, receive and carry out instructions and orders effectively and to convey information to a variety of co-workers, departments, and the public. Use a variety of common office machines such as telephones, calculators, copiers, computer terminals, keyboards, video display terminals, auxiliary printers, and similar equipment. Employee must be able to observe and react to hazard warnings, backup alarms, flashing lights, voice commands and hand signals. Perform manual duties such as lifting and carrying up to 20 pounds. Operate office equipment which may require stooping, kneeling, bending, stretching and prolonged standing. Provide assistance and guidance to internal and external customers. Follow oral and written instructions.
