This position is responsible for independently analyzing and evaluating compliance with federal and state regulations, and processing approximately $1.5 billion in federal and state capital construction expenditures for approximately 1,400 transportation projects biennially. This position will assist the Local Programs Division Program Management program and customers with timely, on budget project delivery information and financial planning. In addition, this position will assure that projects are financially managed in compliance with federal and state transportation regulations and serve as the division expert in the financial management of federal and grant projects. What to Expect Utilizing multiple information systems, the Fiscal Analyst 3 will provide critical program and financial evaluation to help monitor and coordinate the use of federal, state, and local funds. Among the varied range of responsibilities held within this role, theFiscal Analyst 3 will: Review, audit, verify, correct and prepare reimbursements for these projects evaluating whether the projects are properly qualified and classified by funding source. Process accounts payable transactions on a timely basis. Ensure that projects are in compliance with state and federal policies, and that federal and state participation percentages are appropriately complied with. Review set-up of work order, agreement, and federal funding tables in TRAINS to ensure project funding data is accurate and complete. Review, analyze and interpret accounting system reports to ensure expenditures are in compliance with federal and state regulations. Provide detailed budget and financial data and technical assistance to Region staff for use in preparing local agency agreement supplements. Assure that the provisions and requirements of state and federal transportation spending are complied with by Program Management as well as grantee customers statewide with FHWA, Region and local agency staff. Compile, prepare, and analyze reports and prepare graphics of financial data. Develop and maintain computer applications necessary for monitoring, tracking, and reporting budget expenditure activities. Qualifications To be considered for this opportunity, the following are required : Two (2) years of professional accounting, audit, or budget experience. 18-quarter credits or 12-semester hours in Accounting, Audit, or Budget. (One additional year of experience will substitute for accounting credits.) Knowledge of governmental accounting, Washington State Chart of Accounts, state accounting rules and regulations as published in the State Accounting and Auditing Manual, state allotment process and internal control procedures. Experience working with expenditure accounting and reporting systems such as TRAINS, COGNOS and FIRS. Ability to manage interagency reimbursable agreements in compliance with federal and state laws including requests for reimbursement, overruns, non-payment and activity reporting. Ability to utilize complex data applications to monitor budgets of an agency or program/sub-program level or at a project level. Must have a valid driver’s license. It is preferred that qualified candidates also have: Knowledge of Federal 2 CFR Part 200 rules and regulations. The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
