Lead Personnel Security Specialist

Major Duties:

This position has the flexibility of being 100% remote.
  • Manage a team of personnel security specialists who screen, review, and evaluate completed "issue" and "non-issue" investigation reports. This includes NACIs, ANACIs, LBIs, and MBCs.
  • Review the Optional Form (OF) 306, Declaration of Federal Employment, to identify and analyze derogatory and mitigating information.
  • Request supporting documentation from applicants for financial, criminal, or other matters as needed.
  • Manage caseloads with appropriate follow-up based on government timelines.
  • Review and evaluate background investigation requests and supporting documentation and initiate the appropriate levels of background investigations for applicants, affiliates, and employees in Public Trust and Sensitive positions, in accordance with Title 5 CFR 731 and 1400.
Qualifications:
  • Need to have active NACI or Public Trust clearance
  • Possess a minimum of a bachelor's degree.
  • A minimum of five (5) years of experience, including two (2) years of management experience, and demonstrate expertise in leading teams and managing projects of national scope in the Federal Government arena conducting personnel security suitability-related functions. This includes initiating and reviewing the appropriate levels of background investigations in Public Trust and Sensitive positions per Title 5 CFR § 731 and 1400.
The personnel security specialist lead must collectively be able to perform the following tasks:
  • Reviewing the OPM PIPS/CVS
  • Creating and updating the applicant's profile and initiating the background investigation in National Background Investigation Services (NBIS)
  • Reviewing resumes to determine employment status, gaps in employment, and the applicant's submitted documents for background investigation (SF85, 85P, and 86).
  • Reviewing investigative documents for accuracy, completeness, and discrepancies, ensuring all documents are complete, and returning those packages that are not complete to the requester.
  • Must be able to review and initiate a minimum of 15 cases per day.
  • Must have a working knowledge of the National Background Investigation System (NBIS) in initiating, facilitating, processing, and monitoring the background investigations process for T1, T2, T3, T4 and T5.
  • Must have writing ability of a caliber to produce well-written analyses.
  • Must possess communication skills, orally and in writing, enough to provide applicants, HR Specialists, and management officials with advice and guidance on personnel security-related issues to assist applicants and employees.
  • Must have completed the Fundamental of Suitability for Suitability and Fitness Adjudicators training instructed by the Office of Personnel Management (OPM).
  • Maintaining up-to-date knowledge on changes to statutes and regulations and technical requirements for the background investigation application process requirements, initiation of the background investigation process, and the concepts, methodology, and techniques applied to the adjudication of background investigations.
  • Knowledge of conducting security audits and reporting results.
  • Planning, developing, and conducting program analyses concerning all aspects of current or projected operating programs.
  • Skills and abilities in analysis, problem resolution, and program evaluation strategies pertaining to human resource management and security processes.
  • Applying analytical and evaluative methods and techniques to issues or functions related to security administration.
  • Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
  • Formulating project methodology and identifying operational and analytical techniques for accomplishment of project objectives.
  • Skilled in conducting detailed analyses of complex functions and work processes.
  • Research, investigate, and conduct comprehensive studies relating to the effectiveness and efficiency of security administrative operations.
  • Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process.
  • Research, develop, and assist in the implementation of personnel security best practices to create consistency across the agency enterprise.
