JOB SUMMARY:

Directs, monitors and oversees the activities of the Human Services divisions and staff to ensure the provision of programs and assistance to clients in the following areas: food, housing assistance, medical assistance, provision of case management services to eligible client populations, utility assistance and burial; protective services for children and the elderly; child care (CCCAP) services and foster/adopt services; implements changes in the guidelines to conform to federal funding sources and regulations.

ESSENTIAL FUNCTIONS:

The duties described herein are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

Provides vision and direction to the agency to achieve maximum performance; articulates the issues and sets agenda for dealing with issues; provides opportunities for quality improvement and improvement of services delivered.

Develops the long and short range plans for the Agency, including predicting changes in revenues, expenses, caseload, shifts and respective impacts; assesses for environment and needs of the community; establishes agency operation and policies.

Monitors funding streams and assesses the cost of services; develops and justifies budgets with accountant and the county finance department; and approves the purchase of supplies and, services for the Agency.

Develops, prepares and submits annual Human Services budget; oversees payments to recipients and other institutions that provide mandated and optional services to County residents; monitors budget spending, keeps the County Manager and Board of Commissioner informed on budgetary status and/or issues.

Carries out supervisory responsibility in accordance with all County policies, procedures and all applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Performs public relations activities to develop an understanding and confidence in the functions of the Human Services department; contacts and communicates with business, private and public sector agencies, schools, courts, and law enforcement agencies to assure roles and responsibilities are defined and understood; performs speaking engagements, develops media responses and press releases.

Supervises services provided by contract or agreement to other governments or agencies.

Directs administrative activities of the Agency, such as purchasing, responses to inquiries, and reporting requirements.

Maintains knowledge about and good working relations with other agencies and their programs; sits on other agencies' boards; refers clients to appropriate agencies for further assistance as their circumstances dictate.

Monitors agency's performance.

Plans, allocates, and monitors time, people, equipment, and other resources for the County to ensure efficient organization and completion of work.

Reports periodically to the County Manager and/or the Board of Commissioners to keep them apprised of any concerns or issues; represents County Human Services at public and private functions.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying.

Education:

Bachelor's degree from an accredited four-year college or university in Social Work, Psychology, Public Administration, or a related field, supplemented with a Master's degree in Social Work.

Experience:

Six or more years of progressively responsible experience.

Licenses:

Possession of, or ability to obtain, a valid Colorado Driver's License.
