The purpose of the Accounting Technician - Highway is to analyze, report, implement financial and data collection, reporting, inventory, fixed assets, receivable functions for the Sauk County Highway. Responsibilities Equipment: Track purchases and sales of capital equipment as well as prepare depreciation schedules and reconciliations. Comply equipment rates and classification changes in accordance with the WisDOT machinery rates. Submit equipment additions, changes, deletions for insurance purposes to the Insurance/Risk Specialist. Inventory: Analyze and compile stockpile inventories (i.e. gravel, sand, salt, fuel, etc), including monthly and annual reconciliation. Analyze and evaluate fuel and lube usage to appropriate pieces of equipment or projects, including entry and reconciliation of all inventories used and received. Verify materials and supplies inventory against accounts payable invoices. Payroll: Prepare and enter employee data into payroll system including employee reimbursements. Reconcile accounting system to the highway accounting system, prepare and complete bi-weekly penny adjust and bi-weekly payroll journal entries. Ledger: Prepare monthly journal entries, balance financial ledger, and prepare monthly trial balances for the Highway Department Enterprise Fund. Organize, analyze, and maintain financial records including payroll summaries, requisition summaries, highway expenditure reports and voucher schedules. Accounts Receivable: Compile quarterly accounts receivable aging reports and graphs. Create and review monthly township and interdepartmental invoices. Monitor accounts receivables and inform the Office Manager for outstanding payments. Prepare weekly deposit and monthly reconciliation of accounts receivable accounts. Audit: Compile annual GASB schedules including roads, bridges, right of way, and culverts. Review financial reports, accounts, journals, ledgers and forms for accuracy and completeness. Ensure proper internal controls are in place and practiced in all financial functions. Prepare financial statistical and data reports from compiled information. Reconcile and prepare monthly financial statements and account activity summaries in accordance with generally accepted accounting principles. Budget: Assist the Office Manager in preparing the Highway department Annual Budget including compiling information regarding payroll and costs associated with all highway accounts including county, state, township maintenance and construction. Prepare required reports for the Highway Committee. Fuel Master Management – set up users and equipment, manage fuel activity. Traffic Counters – set up and download information from locations. Equipment & Construction Specifications – send legal notices in for publication, email vendors/suppliers, and post on the county internet for proper postings. Review and compile state labor, equipment, and inventory for the Winter Storm Reports to WisDOT. Assist in the WisDOT Bridge and Road Construction Programs. Assist in updating Road Pavement Ratings. Prepare monthly sales tax returns and quarterly fuel tax refund returns. Compile information for the required year-end WisDOT surveys. Prepare and post various agendas, meeting minutes, and other materials to the Sauk County webpage. Continually review and revise procedures pertaining to the position. Other duties as assigned. Required Working Hours Standard working hours are Monday through Friday, 7am until 3pm (October through March) and Monday through Thursday, 6am until 4pm (April through September). Please note these hours are subject to change and additional hours may be needed or required. Compensation for additional hours beyond normal working hours are subject to applicable state and federal regulations. Qualifications Required: Associate’s degree in accounting or another related field. Preferred: 1 year of accounting experience. Any combination of education and experience that provides equivalent knowledge, skills and abilities may be considered. Sauk County is an Equal Opportunity Employer.
