General Description:
Record (EHR) software related to patient care delivery, registration, scheduling, and billing. Partners with clinical, revenue cycle, and operational support staff to develop, implement, and maintain software solutions to support optimal care delivery and healthcare operations.
Provides work direction to staff aligned with the department's tactical and strategic objectives. Elevates team members thinking and understanding of the field by infusing best practice knowledge into the work. Manages the selection, development, and coaching of team members. Provides information technology operational leadership and support for business and clinical functions, including medical, dental, and behavioral health, and enabling services for technical infrastructure, including databases, web services, environments, and production support.

Essential Job Functions:

  • Understand the business needs and workflow of the multiple operations of the hospital and ambulatory services to deliver Epic.
  • Understand the data needs to provide solutions to deliver metrics, reports, and dashboards.
  • Directly manages and guides the Technical teams in the application and upgrades.
  • Manages multiple Epic environments, including Disaster Recovery.
  • Work with advanced leadership to understand the business needs and workflow to deliver an integrated Epic solution.
  • Responsible for state-wide technology network technology operations, including electronic health records, population health, healthcare analytics, and business intelligence systems to advance the goals.
  • Serves as relationship manager for technology software vendors.
  • Participates in the procurement process for technology vendors, managed service providers, and equipment. Provides procurement recommendations.
  • Oversees internal technology support and technology analysts supporting efficient and effective technology operations (e.g., server, network, client, AV, software, hardware)
  • Manage the Epic Core Systems team (database administration, web services, and production support).
  • Direct work of staff, including supervision, hiring, and terminations; determine staffing needs, and ensure efficient staff utilization.
  • Hold regular team meetings and meet regularly with direct reports. Plans, develops, manages, monitors, and is accountable for department capital and operating budgets. Approve expenditures against budget.
  • Maximizes staff performance and technical expertise through clearly defined objectives, training, skill development, and performance evaluation.
  • Collaborates with Epic application teams, advanced leadership, and vendors to provide technical leadership for implementing and supporting software applications, enhancements, and modifications for legacy systems and in scoping, implementation planning, and conversion to new systems.
  • Ensures seamless maintenance of service and functionality after system conversion.
  • Serves as a key member of the Epic Management team and guides the technical direction.
  • Work with the Clinical and Revenue Cycle Application teams to develop a strategy for implementing regular SUs and upgrades and maintenance of Epic systems.
  • Participate in regional and national Epic User Groups to share best practices and collaborate on new and enhanced products.
  • Participate in appropriate Administrative and Steering Committees related to key CNDH/DFS initiatives to represent Epic capabilities.
  • Plans, prioritizes, summarizes, directs, and supervises staff, users, and vendors for technology systems and support functions, emphasizing complete, accurate, compliant, and secure systems.
  • Prepares and recommends short- and long-term goals and objectives for the technology development and support functions and in support of the overall healthcare data & technology strategy.
  • Each employee is responsible for attending any training required for the position or profession as determined by the line of support or the executive leadership. Also, those who supervise, manage, or otherwise lead employees (or teams) must ensure that each employee receives all required training.

Knowledge, Skills, and Abilities:
  • Required
    • Understand healthcare business and clinical areas as they relate to application software.
    • Demonstrated experience in requirements for application needs and software testing, including understanding how the software interacts with the technical architecture.
    • Enterprise backup administration.
    • Network administration and security (DNS).
    • Operational database (ODB) operating system administration.
    • Server virtualization design and administration.
    • Storage design and administration.
    • Knowledge of Microsoft Operating Systems.
    • Windows administration security.
Education and Experience:
  • Bachelor's Degree in a technical or business-related field is required.
  • A master's Degree is preferred.
  • Equivalent proven work experience, technical training, and some college may be considered.
  • Minimum 5-7 years relevant managerial experience in application development, support, and maintenance, successfully leading teams to complete deadlines is required.
  • Experience working to define needs, provide analysis, and document the consequences of change.
  • A minimum of 2 years of project management experience and a strong understanding of project management methodologies are required.
  • Licenses/Certifications/Other:
    • Must be available for emergency and after-hours issues.
    • Travel as required for training, certifications, or continuing education.
    • Must remain current on certifications as needed for job function.
    • Current licensure is required for healthcare professionals.
    • Nursing Informatics certification, Certified Associate in Healthcare Information and Management Systems (CAHIMS), Certified Professional in Healthcare Information and Management Systems (CPHIMS), or Certified Professional in Digital Health Transformation Strategy (CPDHTS) is preferred.
    • Must hold one or more Epic certifications is required within the first 90 days of employment and within 90 days of starting Epic certification training.
    • Completion of the Sphinx assessment is required.
