    JOB DESCRIPTION

    Coordinates and manages fiscal operations for an assigned grant portfolio with minimal supervision. Assists in reviewing grant information, budget data, and reports to ensure accurate expenditure disbursement to program personnel and grants officers. Identifies compliance issues and informs grants officers, supervisors, and program personnel recommending corrective actions as necessary.

    QUALIFICATIONS

    • Bachelor's degree in finance, accounting, or a closely related discipline.
    • Minimum of three (3) years of professional accounting experience, preferably within the public sector; alternatively, any combination of education, training, and experience that provides the necessary knowledge, skills, and abilities to perform the essential functions of the role.
    • Proficient in principles and practices of generally accepted accounting standards, with a focus on governmental and fund accounting, including financial reporting and financial statement preparation methods.
    • Working knowledge of 2 CFR 200 (Uniform Administrative Requirements) and its application to federal funding.
    • Familiar with city, state, and federal procurement policies, as well as city council procedures.
    • Understanding of actuarial analysis and reporting techniques.
    • Capable of applying local, state, and federal government policies and procedures related to grant accounting.
    • Understand rules and regulations thoroughly and know how to follow them diligently, while being able to navigate and work around requirements creatively when necessary to meet the organization's needs.
    • Effective communicator with individuals from diverse socioeconomic, ethnic, and cultural backgrounds, including the ability to prepare clear and concise reports and correspondence.
    • Skilled in creating and delivering presentations, with the ability to tailor messages to appropriate audiences.
    • Ability to work independently with minimal supervision and collaborate effectively with remote staff.
    • Regular and punctual attendance is required.
    • Candidates for this position are subject to a pre-employment screening, which includes, but is not limited to, local and state criminal history check, federal criminal history check via submission of fingerprints, and a drug screen.
    PREFERRED
    • Certified Financial Research Administrator or similar.
    DUTIES
    • Analyzes grant-reporting records, initiates appropriate adjustments, and ensures the timely reconciliation of receipts and disbursements with federal and state dollars.
    • Compiles information, prepares, and maintains a compendium of records, reports, and files related to expenditures, transfers, grants, schedules, funding sources, programs, and assigned activities.
    • Works with appropriate representatives of assigned funding agencies regarding financial compliance issues.
    • Approves and monitors grant budgets and expenditures in accordance with 2 CFR 200 (Uniform Administrative Requirements) requirements and federal regulations to ensure consistency and accuracy of data.
    • Works closely with other grants administration staff to provide consistency on all grant fiscal procedures and report changes as needed to appropriate personnel.
    • Creates and submits required financial reports for assigned grants.
    • Creates A/R invoices and reconciles requested funds for various grant programs; reviews and approves reimbursement requests for city-issued sub-awards.
    • Maintains financial reports in the Grant Management System (GMS).
    • Maintains grant number assignments and set up new grants in the organization's enterprise financial system.
    • Develops, evaluates, and forecasts financial data from the financial system to model grant spending.
    • Coordinates, implements, and prioritizes financial data requests and reporting requirements using current technology; provides financial related data as requested or needed; complies financial date for administrative use.
    • Facilitates year-end closing procedures and coordinate closing grants for fiscal year end.
    • Supports development of Schedule of Expenditures of Federal Awards (SEFA) and Annual Comprehensive Financial Reports (ACFR).
    • Maintains and upgrades professional knowledge, skills, and development by attending seminars, training programs and reading trade/professional journals and publications.
    • Performs other related duties as assigned.
