Job Type Full-Time Category Contracts and Subcontracts Experienced (Non-Manager) Travel Required 0 - 25% # of Hires Needed 1 No Level of Clearance Required N/A Job Description The Contract Specialist supports the contract administration function and ensures that current and future prime agreements adhere to applicable regulatory requirements, best practices and CRDF Global policies. The Contract Specialist is responsible for ensuring contract files and electronic systems are current and complete and for supporting the Contract Manager in the execution of day-to-day contract functions. The Contract Specialist must know the basic principles, concepts, and methodology of contract negotiations, US Government contracting regulations and demonstrated skill in applying this knowledge in carrying out assignments. The Contract Specialist applies

a range of policies, procedures, and best practices to develop implementation plans, evaluate compliance, develop new policies and procedures, and to maintain strong relationships with internal and external customers. Major Responsibilities: Supports the prime agreement lifecycle, including participating in the review and negotiation processes for contracts, grants, and cooperative agreements with US Government, for-profit, foreign government, non-profit, and other agencies, and partners under the direction of the Senior Contract Manager Participates in proposal activities, including reviewing solicitations, proposal documents and teaming agreements. Maintains contract files and electronics systems to ensure information is complete and accurate. Preparation and review of agreement documentation, including representations & certifications, teaming agreements, and related documents. Develops prime contract flow-down resources for each agreement. Updates contract templates. Supports Finance and Accounts Payable on generation of reports and invoices and other applicable compliance processes. Provides support to internal stakeholders on the contract administration process, by providing guidance on standard operating procedures. Other duties as assigned. QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS: Bachelor's degree in business, Finance, or related field. 3+ years of experience in US Government assistance and/or acquisition administration. Must have 2 years of relevant and recent experience with contracting procedures from cradle to grave. Experience managing DOS (Department of State) and USAID (United States Agency for International Development) awards preferred. Strong and hands-on knowledge of the US Government Regulations, including Code of Federal Regulations (2 CFR 200), Federal Acquisition Regulations (FAR) and Agency Supplemental Acquisition Regulations (e.g., DFARS, DOSAR, AIDAR, etc.). Customer service experience and effective communication skills, including experience working with international partners in challenging geographic areas and across organizations Strong critical thinking and analysis, planning and problem-solving skills Demonstrated ability to work independently and to adapt quickly to new challenges Highly organized with attention to detail. Working knowledge of Deltek/Costpoint Contracts module is preferred. Commitment to a values-driven and culturally diverse work environment. Bachelor’s Degree in Related Field Field-specific training or certifications a plus Salary & Benefits: The base pay range for this position is $65,760 to 80,000. The determination of salaries in this job classification depend on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications and skills.
