Position Description

National Grid Renewables is seeking a Permitting Compliance Specialist to manage construction compliance with land use, environmental, and construction-related permits for utility-scale solar and wind projects.

This role will focus on compliance with all federal, state, or local permits that are applicable to the construction stage of development projects.

Duties

Onboard projects from development permitting lead to the compliance team prior to start of construction

Manage compliance with all permits and approvals that are or have conditions that are applicable to construction, including:

Land-use and siting permits, and associated permits/approvals (driveway permits, building permits, etc.)

Wetland/waterway impact permits

Threatened and endangered species impact permits and agency guidance

Any other conditions, recommendations, or guidance imposed by regulators such as state cultural resource offices, siting board regulatory staff, etc.

Train internal and external construction stakeholders about permitting obligations

Conduct compliance audits of internal and external construction teams

Implement strategies for corrective actions for any failures to comply

Coordinate and consult with government agencies and offices about ongoing compliance obligations and corrective actions, if any

Transition projects as they reach the operational stage to operational compliance staff

Coordinate closely with other internal departments such as Engineering & Construction; Safety, Health, & Environmental; etc. to achieve common project goals and timelines

Manage and support external environmental/permitting consultants as needed

Support project mapping and planning

Provide support through project financing regarding permit compliance

Analyze regulatory policy and seek participation in industry working groups related to potential or proposed policy changes/initiatives

Experience/Qualifications

B.A., B.S., in environmental studies, project management, or closely related field

3-5 years of commercial construction, renewable energy, and/or permitting experience

Exceptional organization skills

Comfort with presenting complex information to a lay audience

Familiarity with federal, state, and local regulations and laws such as Endangered Species Act, Clean Water Act, National Environmental Policy Act, etc.

Familiarity with permits and approvals obtained through the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, State Historic Preservation Offices, and state Public Utility Commissions

Experience/familiarity with state and local government processes, including zoning

Experience performing and/or reviewing wetland delineation reports, threatened and endangered species surveys, cultural resource surveys, Phase 1 Environmental Site Assessments, and other environmental surveys

Ability to oversee others’ actions and provide correction if/when necessary

Ability to multi-task and work well under pressure to meet deadlines

Excellent public speaking and presentation skills

Excellent written and verbal communication skills

Ability to work in a fast-paced, entrepreneurial environment in both team and individual settings

Must be flexible and detail-oriented with excellent problem-solving skills

Up to 30% travel required

Experience with the following software:

Microsoft programs

ESRI ArcMap

Google Earth Pro

Preference may be given to candidates with the following:

Renewable energy construction oversight experience

Strong interpersonal skills, including the ability to establish effective working relationships and articulate issues and subject matter to process owners while being a team player
