As an ARPA-H (Advanced Research Projects Agency for Health) Financial/Budget Analyst for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your financial management, budget analysis, and acquisition experience providing planning, execution, monitoring, and oversight of research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation .

This is an opportunity for someone with significant financial and budget experience in R&D and ARPA settings to work with an exceptionally talented and high-performing team on challenging and cutting-edge healthcare projects. ARPA-H advances high-potential, high-impact biomedical, healthcare, and health research that cannot be readily accomplished through traditional research or commercial activity. Key focus areas of ARPA-H research portfolio will include: Health Science Futures (expanding what’s technically possible), Scalable Solutions (reaching everyone quickly), Proactive Health (keeping people from being patients), and Resilient Systems (building integrated healthcare systems).

Key Job Responsibilities

Provide preparation and analysis of budget and financial data and preparation of pertinent briefing materials, analysis and entry of financial data into automated systems, preparation of business resources and financial reports, business and programmatic support, and documentation of financial processes/systems. Provide verification and assessment of budget and financial data, evaluation of compliance with applicable policies and procedures, support for independent business and financial analysis and reviews and operational auditing support. Develop and maintain financial spreadsheets and databases, including budgets and spend plans. Monitor and track funding, obligations and schedules; utilize financial databases and reports; provide financial analysis and presentations; support cost proposals and document financial processes. This includes monthly collection and analysis of technical and cost reports from funded contracts. Consult client on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances. Gather and consolidate project related financial data from multiple HHS systems. Interact with and maintain rapport with other HHS entities, including budget and acquisition divisions. Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government. Advise, develop, and review procurement request (PR), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.

Location is based of each Task Order - we will have a mix of hybrid (must be local to Washington DC) and remote roles

Required Qualifications

Multiple levels can be accommodated. Degrees must be in Business, Finance, Economics, Business Analysis or related field Junior: Bachelor's degree + 3 years of experience ( Compensation: $67,800 to $118,700) Mid-level: Bachelor's degree + 5 years of experience OR Master's degree + 3 years of experience ( Compensation: $81,900 to $143,300) Senior: Bachelor's degree + 8 years of experience OR Master's degree + 5 years of experience ( Compensation: $99,100 to $173,400) Experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) is strongly desired. Experience providing guidance, feedback, and consulting services to federal program managers and leaders. Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion. Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues. Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems. Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and spreadsheet tools. Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments. Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs. Ability to obtain a Public Trust clearance.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position

is provided within the posting and

are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
