This role leads and manages an engineering field office of approximately 25-30 engineering and technician responsible for the delivery of assigned design and construction projects. They provide leadership, management, and engineering oversight to a field office, and assigned projects are expected to be on schedule, within budget, and have appropriate Quality Assurance (QA)/Quality Verification (QV) to ensure deliverables are constructable and maintainable. This position ensures, through effective management controls and adherence to WSDOT policies, that the best technical standards and cost-effective designs are incorporated into construction contracts and that construction contracts are administered to the expected quality, safety, and stewardship standards. What to Expect Among the varied range of responsibilities held within this role, the Project Engineer will: Provide leadership, management, and professional engineering oversight to an engineering field office responsible for the delivery of design and construction projects. Be responsible for monitoring and reporting on delivery in conformance with the department’s expectations for transparency and accountability. Apply policy and standards to highway design and construction projects and complete safely, on time, and within budget. Approve or recommend approval of design changes, work methods, changes affective traffic or safety, added work or changes impacting the time and/or dollar amount of contracts, material substitutions, working days, contract training programs, requests to sublet, contract progress schedules and substantial/physical completion of contracts. Collaborate and build effective working relationships, internally and externally. Be responsible for deliverables pertaining to design documents and contract documentation, materials certifications, environmental compliance, change order management, EEO/GOA compliance, final records, and contract reporting. Ensure appropriate and optimum use of the organization’s resources; promote a productive and supportive work environment and provides staff a balanced workplace. Role includes periodic visits to active heavy civil construction sites and requires knowledge of appropriate personal protective equipment (PPE) and site-specific hazard awareness through pre-activity safety planning. Qualifications To be considered for this opportunity, the following are required : Licensed by the State of Washington as a professional engineer or be licensed as a professional engineer in another state and be able to obtain licensure in Washington State within six (6) months of employment. Strong engineering background, experience managing construction contracts, and supervisory experience. Excellent knowledge of design and construction principles and practices, contracting methods and procedures, stewardship agreement, and program (budget, schedule, environmental, quality, etc.) accountability. Strong skills in establishing plans and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same. Excellent skills in effective communication with employees, peers, superiors, and the public. The ability to evaluate, coordinate, and respond to customers. Skills to make timely, effective decisions in the best interest of the department. A strong working knowledge of principles of management. Possession of an unrestricted valid driver’s license to operate vehicles in Washington State. It is preferred that qualified candidates also have: Two (2) years of progressively responsible experience as a licensed professional engineer in construction or design of highways, bridges, and related structures.
