General Summary Position will manage the full range of contract and subcontract administration functions to ensure satisfaction of legal requirements, customer specifications and government regulations; acts as a liaison to all levels of the organization, providing contractual domain knowledge in implementation, execution and administration. Essential Duties and Responsibilities Leads and conducts contract negotiation and administration of all major contracts and subcontracts with government and vendors. Serves as the primary interface with government contracting officials about contract matters and contract claims/disputes. Provides guidance and leadership to

administrators and cross function business team members; may also provide contract administration guidance for our mentor/protégé small businesses. Performs contract-related risk management activities for Government programs, including prime contracting, sub-contracting, pricing, project audit management and response

(internal/external),

and reporting. Analyzes contract funding status comparing expenditures to negotiated estimates; coordinates with the contracting officer to obtain additional funds/changes to contract when required. Develops work plans and provides oversight in the administration of contracts to accomplish contractual objectives; ensures operational compliance with contract terms. Participates in the Business Development (bidding) process, including reviews solicitations and terms and conditions, participates in bid/no bid decisions and proposal review meetings. Analyzes new contracts for consistency with proposals and negotiations; reconciles inconsistencies between proposals and new contracts and analyzes the effects of proposed contractual changes; coordinates, negotiates, and approves contract changes. Champions contract policy and procedure revision and improvement. Keeps current on government regulations and commercial trends; ensures contract is following FARS, DFARS and other applicable Federal regulations. Ensures coordination with Legal on contract matters that may have legal significance. Promotes quality and excellence in customer service; ensures ISO Compliance. Acts as contract

specialist/contract

administrator for various contracts. Performs other duties as required. Knowledge, Experience and Skill Requirements Significant experience (10+ Years) performing contract administration duties for a government contractor or agency as contracting officer or contract specialist, required. Bachelor’s degree in contract management, business administration, accounting, engineering, or a related field, required. Advanced degree in contract management, business administration, accounting, engineering, or a related field, preferred. Experience in developing or growing a contracts administration group, including experience in implementing appropriate systems, policies, procedures, and reporting processes. Excellent presentation, teambuilding, and leadership skills. Ability to effect and manage change agents. Ability to perform in complex cross-functional business environment. Proven program management ability. Proficiency in Microsoft Office suite of programs, including Word, Excel, Access, and PowerPoint. Must be able to read, write, speak, and understand English. Must be able to successfully pass a government background screen for admittance to jobsites. Physical, Environmental and Sensory Requirements Work environment is a typical office setting. Physical demands include intermittent sitting, standing, and walking, and occasional bending reaching and lifting. Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc. but generally not to the point of being disagreeable.
