Position Summary:
We seek a dedicated and experienced Sanitation and Solid Waste Project Manager to join our team part-time. The successful candidate will oversee and coordinate various sanitation and solid waste management projects, ensuring they are completed efficiently, on time, and within budget. This role requires a strategic thinker with excellent project management skills and a deep understanding of waste management regulations and best practices.
Essential Job Functions:
Project Planning and Execution:
Coordinate with various stakeholders, including local government agencies, contractors, and community organizations.
Monitor project progress, identify potential issues, and implement solutions promptly.
Program Management:
Manage activities of formal supervisors and technical experts in the Solid Waste Department.
Oversee complex work involving solid waste regulatory requirements, sensitive environmental issues, and programs managed by independent contractors.
Administer enforcement of waste-to-energy landfill and related environmental regulations.
Budget and Contract Management:
Track project expenses and provide regular financial reports to senior management.
Manage and administer contracts including review and inspection of work, evaluating performance, and approving invoices.
Regulatory Compliance and Quality Assurance:
Ensure all projects comply with local, state, and federal waste management regulations and guidelines.
Implement and maintain quality control processes to ensure the highest standards of project delivery.
Conduct regular site inspections to verify compliance with project specifications and safety standards.
Stakeholder Communication and Leadership:
Serve as the primary point of contact for all project-related communications.
Prepare and present project updates to stakeholders, including senior management and community groups.
Lead and motivate project teams, providing guidance and support to ensure project goals are met.
Special Projects and Department Initiatives:
Complete special projects and coordinate special department initiatives as needed.
Investigate and resolve various solid waste program-related issues or problems.
Qualifications:
Education and Experience:
High School diploma or an acceptable equivalency diploma (GED) and nine (9) years of progressively responsible work experience in waste-to-energy (WTE) landfill or other solid waste program management that includes two (2) years of supervisory experience; OR
Bachelor's degree with major coursework in environmental management, physical, natural or biological science, engineering, public or business administration, or a related field and five (5) years of experience as described above.
Special Qualifications (May be required depending on area of assignment):
Ability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices of solid and hazardous waste disposal systems.
Knowledge of national, state, and local landfill and waste-to-energy permitting laws and regulations.
Understanding of OSHA regulations and safety procedures.
Proficiency in project management software and tools.
Ability to manage budgets, develop bid/proposal specifications, and administer contracts.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills.
Ability to establish and maintain effective working relationships with coworkers, outside agencies, and the public.
Work Schedule:
Part-time position, approximately [Specify Hours] per week.
