Mission

To design, develop, and implement a safety and security plan for Go Raleigh. This plan should incorporate short- and long-term goals to ensure all employees and customers within Go Raleigh are provided safe and reliable transportation. Additionally, to design, implement, change, and live test as necessary a fully function COOP (Continuity of Operations Plan) as well as a thorough SSEPP (System Security Emergency Preparedness Plan). Ensure the safety of employees, passengers, and property through training and coordination with local law enforcement, emergency management, and the TSA / Department of Homeland Security. Acts as liaison and incident commander when necessary, during crisis events as needed.

Profile

This is a new position. The successful candidate will be responsible for developing a Safety and Security Program for RATP Dev USA at our client Go Raleigh that will ensure our employees and customers have a safe, reliable transit system to operate within. This position will also define how we handle our current issues while planning, budgeting, and implementing long-range plans. Will set the direction for all activities of this department which includes but are not limited to recruitment and selection of security officers and off-duty police officers. The incumbent manages training for security personnel (both outside security contractors and Transit Security Officers) in the use of Go Raleigh's security systems; investigates losses through interviews and security audits; develops a comprehensive security plan that covers all Go Raleigh property and interests; and remains current on security measures and audit techniques for loss prevention and employee safety.

Essential Duties:

1. Plans, organizes, directs, and coordinates all activities of the safety and security department.

2. Responsible for the development, implementation, and operation of the COOP (Continuity of Operations Plan) that dictates and assigns specific roles and responsibilities during potential crisis events. Serves as an Incident Commander until further authorities arrive on the scene.

3. Manages and supervises the Safety and Training Manager and eventually off-duty police officers, security officers, and possibly Transit Police Officers.

4. Directs and conducts special investigation projects and provides results to senior management. Monitors current loss prevention techniques and audit procedures and presents recommendations to senior management.

5. Initiates and participates in audits to investigate and mitigate losses.

6. Develop a comprehensive safety and security plan to cover the bus stops, bus routes, Go Raleigh Station, BRT, and all other Go Raleigh properties, locations, parking lots, and transfer centers.

7. Develops, prepares, and administers the safety and security budget.

8. Removes and or suspends unruly people from the fixed route bus service when necessary.

9. Coordinates the activities of various security task forces and city support departments, in resolving safety, security, and loss prevention issues in areas such as vandalism, fare evasion, dangerous passengers, homelessness, and security prevention.

10. Participate in community activities to promote safe and secure transit during off-duty hours.

11. Maintains confidential information.

OTHER RESPONSIBILITIES

1. Conduct training workshops.

2. Prepares reports and presentations as required.

3. Present to Boards, City Councils, and other departments as necessary to unify city support agencies and make others aware of issues.
