This role involves performing general and specialized financial duties, including fiscal, grant, and contract analysis, in adherence with Generally Accepted Accounting Principles (GAAP), state and federal regulations, and WSDOT guidelines. By providing crucial financial support, this position contributes to WSDOT's mission and its fiduciary responsibilities. The Fiscal Analyst 2 serves as a resource for fiscal and program management staff across WSDOT, offering guidance on accounting requirements for projects, grants, and agreements. This role collaborates with other teams in Accounting and Financial Services (AFS) to ensure precise accounting and effective handling of all financial affairs of the organization. What to Expect Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will: Perform financial review and analysis of accounting and fiscal data in accordance with GAAP, federal and state regulations, and WSDOT guidelines. Determine fund sources, provide expenditure analysis, and ensure proper account coding for work orders and payable agreements. Analyze financial data and adjust program and project budgets as necessary. Conduct expenditure queries, prepare journal vouchers, and process expenditure transfers for month-end closing. Analyze and interpret payable and task agreements, set up and modify agreements, and close them when required. Establish and maintain Kx work orders in TRAINS, monitor expenditure activity, and close work orders based on region requirements. Input receivable documents into the Third-Party Damage Claims accounting system and ensure proper documentation. Provide accounting support for the Motorist Information Signs (MIS) program, including establishing accounts receivable information, processing adjustments, and assisting customers with billing inquiries. Perform Federal project closures, file maintenance, and records retention activities in TRAINS. Establish and maintain files, databases, and electronic records for work orders, agreements, federal projects, and accounting documents. Qualifications To be considered for this opportunity, the following are required : 18 quarter / 12-semester credits in accounting. (Additional qualifying experience can substitute for education.) Minimum two (2) years of experience in the financial field. (Additional education can substitute for experience.) Demonstrated ability to: Perform financial analysis of accounting data in accordance with federal and state regulations and WSDOT policy. Analyze, interpret, and reconcile data from different financial systems. With training, independently navigate, query, update and prepare financial entries in WSDOT’s financial system, TRAINS. Recognize and resolve accounting problems. Provide sound advice and consultation to program management staff. Communicate financial information effectively to various audiences. Work independently and make independent decisions within the scope of responsibility. Complete all assignments accurately and timely. Work effectively as part of a high-functioning team. Manage workload where priorities can change frequently. It is preferred that qualified candidates also have the following: Associate’s degree in accounting. Government experience. Experience with WSDOT systems (i.e., TRAINS). Important Notes This recruitment may also be used to fill additional positions per business needs.
